The CFO will create a business environment and financial reporting systems that ensure that Brandywine School District (BSD) maintains a strong financial condition by utilizing its finite resources effectively and efficiently. The CFO will provide schools and departments with financial accountability systems that provide clear and accurate budgetary information that will assist in decision-making that best serves students and ensures a high level of public accountability. The CFO manages and oversees all aspects of the District’s accounting and finance roles, the District unit count process, payroll, and benefits functions, and serves as a member of the Superintendent’s Executive Team. Job Qualifications: Minimum Bachelor’s degree in Accounting or Finance is required. Master of Business Administration degree and/or Certified Public Accountant Licensure is highly desirable. Minimum of five years experience in progressively responsible financial leadership roles. Demonstrated knowledge in State, Federal, and Local law and fund accounting. Strong creative problem-solving skills and the ability to exercise sound judgment and make decisions based on accurate and timely analyses. Excellent written and oral communication skills. Proficient with technology, especially financial software including First State Financial (FSF), Payroll/Human Resources Statewide Technology (PHRST), Microsoft Office Suite, and Quickbooks. High level of integrity and dependability with a strong results-oriented mindset and work ethic. Customer service is driven by meeting the needs of students, staff, and programs while demonstrating a high level of fiscal stewardship and transparency to the community. Essential Functions: Provide leadership, supervision, and management for immediate and long-term strategic financial management and planning. Evaluate and advise on the financial impact of District plans, the introduction of new programs/initiatives, enrollment projection analyses, regulatory action, and its impact on the District including referendum forecasting/planning/implementation. Direct and oversee all aspects of the financial management and accounting functions of the District, including, but not limited to, preparation and monitoring of the operational and capital budget accounting, analysis, internal procedures for reporting, and the investment of funds with banking institutions and/or the State. Responsible for the preparation, administration, and analysis of all categories of the District budget. Report on all aspects of District fiscal management to the District administration and Board of Education. Responsible for all accounts receivable/payable and grant funds monitoring as related to District functions. Responsible for the annual student tuition transfers to other districts and charter schools. Ensure accountability and credibility of District financial accounting by providing timely and accurate analysis of budgets, financial trends, and forecasts. Work to seek new revenue sources to enhance the District’s overall operations, instructional programs, and capital management. Assure that effective internal controls are in place for compliance with applicable federal, state, and local regulatory laws and rules for financial and tax reporting. Develop and maintain strong internal procedures for processing purchases, payments, cash receipts, and other financial transactions to ensure efficiency and timeliness. Chair the District Finance Committee (DFC) including the provision of an agenda, relevant information, and pertinent documents, and other information including timely and accurate responses. Provide and present financial information status/updates at monthly Board of Education meetings and to District administration for the effective management of departments within the District. Ensure financial and departmental compliance with policies and procedures mandated by Federal, State, and Board policies and regulations. Responsible for the administration of all District insurance policies. Manage and coordinate the District Unit Count for compliance with State law and District established procedures. Review and approve or disapprove all expenditures and personnel requisitions for compliance with the District’s budget and state and federal rules and regulations according to established District procedures. Coordinate all aspects of audits for compliance. Oversee compensation functions of the District, including payroll, salary schedule structures for all employee groups, and serving as an active participant in financial analysis of issues related to collective bargaining with unionized employee groups. Oversee Employee Benefit functions of the District, including the provision of local benefit program(s) for employees including COBRA. Oversee Employee attendance and Leave functions of the District, including the Family and Medical Leave Act (FMLA), Short (STD) and Long Term Disability (LTD) coverage, and vacation and sick entitlement. Coordinate bidding processes in accordance with State law. Establish and maintain strong working relationships and communication with State financial departments, Executive Team members, District Finance Committee and Legislative Committee members, staff, and community members. Perform any other duties/responsibilities as assigned.
