Position Summary

The Public Health Nurse focuses on public health activities that prevent, prepare, and respond to public health emergencies to support the wellbeing of older adults, people with disabilities, grand families, and kinship families. The incumbent is responsible for managing the daily public health nursing activities for the performance of core public health functions and the delivery of the "10 essential public health services" at N.J.A.C. 8:52-3.2(a) 1 through 10, and shall ensure the coordination of public health nursing services which are delivered by all agencies in Somerset County as described in its Community Health Improvement Plan so as to identify gaps, provide continuity of services, and reduce duplication. This position works with other BT LINCS team members and public health partners, to ensure that all parties thoroughly understand the reportable communicable disease regulations, cases/incidents, and the notification and response protocols. Initially the public health nurse director will devote approximately 50% of work responsibility to assure that Strategic National Stockpile (SNS) plans are fully developed to the operational level, including standard operating procedures for SNS receipt, staging, storage, and distribution.

Essential Functions:

* Coordinate the exercising and hosting of a small-scale vaccination and health screening clinic(s) * Assure identification of a pre-outbreak immunization center and that the agency bioterrorism plans include candidate sites for mass immunization/prophylaxis. * Contribute to a harmonious work environment by interacting with the public, all employees, volunteers, and work-related contacts courteously, professionally, sensitively and tactfully (verbally and in writing) being sure to handle all difficult situations in a private setting (refers to division work rules and professional code of conduct) * Represent the County of Somerset professionally, respectfully and harmoniously in all job functions within county buildings and out in the community * Perform other duties as assigned by management

Essential Qualifications:

* Knowledge of principles and practices of public health, generalized and specialized nursing services * Knowledge of the community resources and types of public health nursing services likely to be needed by the client population served * Knowledge of the physical, social, and other needs of the client population served * Knowledge of general and specialized nursing services * Knowledge of the techniques used to gather and organize data and methods used to conduct surveys/studies * Ability to interpret laws, rules and regulations and apply them to specific situations * Ability to provide assignments and instructions to staff and/or outside consultants and supervise their performance * Ability to identify the need to refer cases for other medical, social, or mental health services * Ability to adapt public health nursing work to meet changing needs * Ability to speak before groups regarding public health nursing programs and other community education topics amongst the senior cohort * Ability to prepare reports and correspondence * Ability to establish and maintain records and files * Ability to utilize various types of electronic and/or manual recording and information systems used by the health department * Graduation from an accredited college or university with a Bachelor's degree in Nursing or Public Health Nursing Science approved by the National League of Nursing * Four (4) years of experience in public health nursing * Must possess a current, valid registration as a Professional Nurse in the State of New Jersey * Ability to read, writes, and speaks English sufficiently to perform the duties of the position * Proficient in word processing, spreadsheet, and data base computer applications, specifically Microsoft Word, Excel and Access * Must possess a valid New Jersey driver's license * A thorough knowledge of County policy and procedures * In depth knowledge of public health regulations, procedures, and responsibilities of specific public health concerns * Basic knowledge of theories, methods and practices * Ability to establish and maintain effective working relationships with Federal, State and Local Officials, County Department Heads, employees, public health professionals, media personnel, and the public, more specifically older adults, people with disabilities, grand families, and kinship families.
