The State and Local Cybersecurity Grant Program (SLCGP) provides funding to eligible entities to address cybersecurity risks and threats to information systems owned or operated by, or on behalf of, state, local, or tribal governments. The grant puts the responsibility of administration on state governments as the respective state's eligible entity. To meet the requirements to receive funding, IOT has assembled the Indiana SLCGP Planning Committee. The Committee was responsible for creating, and submitting to FEMA, Indiana's Cybersecurity Plan. The Committee also coordinates, develops, and approves services and programs to be offered to eligible grant sub-recipients. In doing so, the Committee aims to guide development of cybersecurity capabilities across the state.
The State of Indiana, Indiana Office of Technology, is requesting assistance with the administrative aspects of the SLCGP Planning Committee. This will include the following:
1. Integration with the Indiana Office of Technology's Local Government Program (LGP). This team will handle the daily work of the SLCGP's development based on input to and direction from the Planning Committee, the State's Chief Information Security Officer (CISO), and the Chief Information Officer (CIO).
2. Coordinating the effective development of SLCGP projects through:

- Working with the LGP to establish development plans and project timelines, considering all aspects of each project's development. This includes managing deliverables to the dates set by the Committee.
- Participation in and documentation of SLCGP Planning Committee meetings as well as other meetings required to support project development.
- Assisting with the development of efficient processes and then managing those processes to ensure effective communications between all parties associated with the SLCGP's development. This may include coordinating meetings with the working groups, SLCGP Planning Committee, CISO, and CIO.
- A detailed understanding of the SLCGP's objectives and requirements.
- Common project management duties including:
- Plan, develop and refine projects
- Provide guidance, direction, and input on the team's direction
- Monitor and manage progress, set deadlines, deliver regular reports, charts, etc. demonstrating status and metrics on key project components
- Issue identification and solutions
- Thoroughly communicate project information to all stakeholders
- Report on PM costs to the project
- Set expectations and ensure stakeholder satisfaction
- Evaluate project performance.
- A detailed project plan with timelines developed from meeting with the SLCGP Planning Committee, CISO, and CIO. The project plan may include recommendations about additional needs for successful implementation of Indiana's Cybersecurity Plan.
- Reports, charts, timelines, and other status deliverables relating to the SLCGP.
- Reports, charts, timelines, and other status deliverables relating to the distribution of funds to-date and funds remaining on the grant.
