Job Summary
Clark County is seeking a motivated individual to join our dedicated HR team. Human Resources provides crucial support services to all County departments and promotes a culture of thriving employees who deliver exceptional contributions to our community.

This position will provide benefits administration support to a variety of benefit programs. Those programs include medical, dental, vision, life insurance, and retirement. Excellent customer service is needed to assist and counsel employees regarding eligibility, enrollment, benefit changes, and claims.

Qualifications

Education and Experience:

Bachelor's degree (partial experience substitution possible -- see below) in human resource management, industrial relations, organizational psychology, public administration or a closely related field,

OR:

An associate degree or equivalent college units and two years of responsible technical or clerical experience in human resource emphasizing benefits administration, public sector experience desired.

Other combinations of education, training and experience that would provide the required knowledge, skills and abilities will be considered.

The ideal candidate will have the following:
  • Strong organizational skills
  • Excellent interpersonal skills
  • Experience with public speaking/giving presentations
  • At least 2 years of experience administering benefits
Knowledge of: basic principles of the administration of benefits; computerized record keeping/tracking systems; basic knowledge of federal, state, and local laws and regulations; contemporary office practices and procedures; business letter writing and basic report preparation.

Ability to: provide technical support and assistance to a range of benefits programs and services; interpret, apply, and explain human resources policies, techniques, procedures, and programs; communicate clearly and concisely both orally and in writing; make extensive and effective use of automated systems and technology; establish and maintain effective working relationships with coworkers, hiring supervisors, and applicants.

SELECTION PROCESS

Practical Exam (Pass/Fail) - This recruitment may require a practical exam which will be job related and may include, but not be limited to, the qualifications outlined in the job announcement. Oral Interview - The interview will be job related and may include, but not be limited to, the qualifications outlined in the job announcement. Candidates deemed most qualified will be invited to participate in the remainder of the selection process.

Employment References will be conducted for the final candidate.

Examples of Duties

Duties may include but are not limited to the following:
  • In coordination with the benefits team, administers the County's medical, dental, vision, life insurance, and retirement benefits.
  • Processes new enrollments and benefit changes in the County's HRIS software system (Workday).
  • Tracks and processes all required new hire enrollment documents for benefits, union enrollment, and retirement selections. Files documents in electronic employee benefits file.
  • Primary contact for employees regarding health benefit questions and concerns.
  • Presents benefit information to employees during new hire orientations or county-wide presentations and develops and provides training aids.
  • Prepares formal benefit communications.
  • Communicates enrollment changes and verifies coverage with outside benefit carriers.
  • Performs annual open enrollment tasks.
  • Ability to understand and apply Clark County policies and procedures pertaining to benefits.
  • Ability to understand and apply current state and federal laws and regulations pertaining to benefits.

$33.87 - $47.40- per hour

Retirement Information

All Clark County employees must participate in a WASHINGTON STATE RETIREMENT SYSTEM PLAN (PERS, PSERS or LEOFF).Employee contributions begin the first day of work. Current contribution rates vary by plan but could range from 5% to 15% of gross pay, depending on the plan choice.
