Summary This position is located in the Department of Homeland Security (DHS), Office of Homeland Security Situational Awareness. The incumbent provides technical expertise and oversight of programs impacting the development and preparedness of OSA employees (including Test, Training, and Exercise), participates in working groups and Operational Planning Teams, and supports the Crisis Action Process or Incident Support Teams. Non-BU: This is a non-bargaining unit position. Responsibilities As a Management and Program Analyst, GS-0343-14, your typical work assignments may include the following: Exercising program management responsibilities for programs directly impacting the development and preparedness of OSA employees including test, training, and evaluation. As the program lead, the incumbent is the primary advisor/coordinator for identifying the requirements and managing the learning and development program for the organization. Provides guidance to managers and employees on policies, procedures, strategies, and regulations and analyzes and identifies the programmatic needs of employees in accordance with the OSA mission. Informs the workforce of substantive programmatic or policy changes regarding training opportunities specific to the mission. Leads or facilitates a variety working groups to ensure coordination on programmatic issues across the organization. Provides reports on progress, status and operation. Requirements Conditions of Employment Qualifications Specialized Experience To qualify at the GS-14 level, you must possess at least one (1) year of specialized experience equivalent the next lower grade level (GS-13) in Federal Service or equivalent private/public sector experience. For this position, specialized experience is defined as: Leading program management responsibilities for programs impacting the development and preparedness of employees including test, training, and exercise. Analyzing and evaluating training and organizational development needs based on changes to the office mission and recommending the revision of programmatic elements. Leading or facilitating a variety working groups to ensure coordination on programmatic issues across the organization. Analyzing and evaluating current and future training programs by maintaining awareness of national training trends and understanding and leveraging technology to improve the efficiency of training programs, curricula, and delivery methods. Informing leadership or the workforce of substantive programmatic or policy changes regarding training opportunities specific to the mission and making recommendations. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
