Summary The position is in the Office of the Inspector General (OIG) and part of the Architect of the Capitol (AOC). The OIG provides wide-ranging support on all phases of Inspector General (IG) oversight to combat fraud, waste and abuse and encourage efficiency and economy. Responsibilities Data Analytics Provides overarching assistance to all OIG offices via development of analyses, methodologies and schedules; examines transactions and supporting documentation and databases relevant to project objectives and assigned tasks. Based on evidence provided, recommends further review of claims or allegations to identify conditions that contribute to potential fraud, waste, abuse or mismanagement in agency operations and programs. Conducts trend analyses that enable organizational leadership to make data-driven decisions in support of the OIG mission and overall operations. Assists higher graded staff in data collection, processing and analysis, message development and report writing. Contributes to primary data collection and analysis by applying sound analytical concepts and methods to develop a thorough knowledge of relevant data sources and data files and interpret data to determine patterns or trends. Summarizes data into structured formats for analysis, matching, or reporting. Works with teammates to test data products, analytic solutions, reports and documents. Analyzes complex transactions, data elements, data flows, dependencies and relationships to build conceptual physical and logical data models and reports. Investigates and resolves any data discrepancies in reports. With guidance, analyzes current management programs and evaluates their effectiveness and efficiency in achieving intended mission objectives. Recommends changes to workflow and processes as need to improve the effectiveness and efficiency of resource management and program operations. Gathers information and identifies and analyzes emerging and long-term management issues. Briefs management on issues identified and provides recommendations for resolution. Provides regular, periodic and special management information reports. With guidance, develops plans to implement results. Assists the Assistant Inspector General for Operations (AIGO) in the development of policies responsive to the needs of the AOC OIG; possesses an understanding of AOC protocols and procedures, support programs and related programs. Assists OIG staff in performing reviews of government and contractor performed functions to verify the adequacy, effectiveness, and compliance to the written statement of work and or contract(s) or other governing directives. Continuous Process Improvement and Risk Assessment The incumbent monitors changes in business processes and procedures, gathers, analyzes and interprets statistical data related to design, integration, testing and sustainment and performs objective reviews of audits, inspections and evaluations and investigations to verify the adequacy, effectiveness and compliance of work products and by doing so, pieces together internal and external threats and areas of risk. Documents analyses, conclusions, findings etc. in accordance with Council of Inspectors General for Integrity and Efficiency (CIGIE) and Generally Accepted Government Auditing Standards (GAGAS) to recommend action items, future work products and/or policy and procedures to mitigate identified risks. Develops and explains criteria for evaluating performance-related programs. Evaluates processes and makes recommendations for effective organizational changes. Strategic Planning With guidance, assists in the development and implementation of the AOC OIG’s strategic plan. The incumbent assists the AIGO with their responsibility for developing, implementing, updating and maintaining a long-term strategic plan covering a period of not less than 5 years. The plan will include a comprehensive mission statement covering the major functions and operations of the Office; the general goals and objectives, including empirical outcome-related goals and objectives, for the major functions and operations of the Office. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS-12 grade level must have at least 52 weeks of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service. Specialized experience for this position is defined as the following: Experience conducting analyses of organizational and mission performance, including statistical analysis and sampling techniques, to deliver key performance metrics (e.g., comparative, trend, diagnostic, root cause, predictive), used to inform decisions, actions, communications and accountability systems. Experience utilizing problem solving and critical thinking skills to define problems, analyze alternatives, and recommend solutions. Ability to develop findings, conclusions, and recommendations based on supporting evidence and to communicate orally and in writing clearly and effectively to convey concepts and key issues. Education This position has promotion potential to the GS-13. SPECIAL NOTE: Education completed in foreign colleges or universities may be used to meet the qualification requirements.
