One Federal Solution (OFS) is currently seeking a full-time Adjudicator of Personnel Security Adjudication for a government agency located in Springfield, VA. The ideal candidate will have experience in conducting background adjudications within the federal sector, overseeing the entire adjudication process. To qualify, candidates must have at least 3 years of experience in federal adjudications and hold an active TS Clearance.
CLEARANCE LEVEL: TOP SECRET
Adjudicator's Responsibilities are as follows:
- Evaluate reports of investigations, interpret, and apply adjudicative guidelines, and author written documentation that clearly cites finding and justifies recommendations for eligibility determinations for access to SCI classified information consistent with the interest of national security.
- Review investigative documents to identify discrepancies, inconsistencies, and areas potentially requiring clarification or additional investigation; author-written documentation that clearly cites results of the review and recommended courses of action.
- Consult with on-site Government, security officials, and/or eternal Agencies as necessary to identify and resolve personnel security-related issues.
- Prepares adjudicative read-down against national security adjudicative criteria. Controls the processing, review, and appeals actions, which include responding to legal briefs; preparing appropriate analysis and commentary on appeals for presentation to the Agency's security appeals panel.
- In writing and with justification, recommends security clearance eligibility decisions on extremely sensitive investigative information involving highly complex and controversial issues.
- Generate, evaluate, and make written recommendations (IAW with unit standard procedures and formats) on each assigned case file in support of clearance eligibility.
- Knowledge and experience with federal personnel security data repositories (i.e. Scattered Castles, Joint Personal Adjudication system, Defense Central Index of Investigations, and Clearance Verification System). Update security clearance databases as necessary to reflect eligibility determinations.
- As directed, coordinates and prepares, in writing, original personnel security documentation; e.g. statements of reason, letters of intent, advisory letters, denial of access memoranda, etc.
- For each of the items above, routine duties shall include, but are not limited to:
- Case file review of all relevant materials pertaining to a case including all paperwork, videotape, any other source materials, and the opinions of other relevant personnel.
- Review of unclassified and classified materials relevant to the adjudicative review.
- Attend meetings intended to review and make recommendations on security case files.
- Provide assessment of security case file information.
- Consult with management on problem-solving, conflict resolutions, and organization/group dynamics.
- Prepare reports, coordinate special projects and programs, and respond to routine and non-routine inquiries.
- Activities in support of the Personnel Security Program requirements.
- Must be a US Citizen.
- Personnel Security Specialists will be required to be cleared at the Top Secret level.
- Minimum three (3) years of experience adjudicating suitability and security background investigations
- Successful completion of an accredited Basic and Advanced Suitability Adjudication Course. The DOD course is sufficient for the online Basic Adjudicator training; however, the Advanced Suitability Adjudication Course is the responsibility of the Contractor.
- Proficient in Microsoft applications and knowledge of processing eQIP.
- Experienced user of NP2 Suite applications, Lexis Nexis, and ISMS.
- Ability to multi-task.
- Ability to work independently and with minimal supervision.
- Proficient written and verbal communication skills.
- Work with tight and often conflicting deadlines.
- Coordinate work activities with other persons and groups.
- Possesses computer skills (Microsoft Office Suite) and other programs and systems to facilitate work completion.
- Ability to interact with representatives, executives, and directors.
- Strong report writing skills.
- Familiarity with laws, rules, and regulations governing personnel security and fitness/suitability.
- Considerable skill in expressing ideas and conclusions and making recommendations effectively, clearly, and concisely, both orally and in writing.
