Description of Work

The Regional Employment Office supports recruitment, employment, screening, pre-employment and applicant testing, Criminal Justice hiring process, salary administration, and position control for a large number of work locations in its geographic service area. Work locations include Prison facilities, Community Correction judicial districts, and satellite maintenance facilities in the assigned region. This office serves as a regional satellite HR office and has final approval authority for over 350 classifications. There are approximately 4,000 - 5,000 positions serviced by the Regional Employment Office.

This HR Tech II position serves as a Criminal Justice Hiring Specialist in the Western Foothills Regional Employment Office (WFREO) located in Valdese, NC (Burke County).

Responsibilities include:

Processing applicants for certified positions assigned to the WFREO service area. This includes employment processing for Adult State Correctional Officer and State Probation/Parole Officer certified positions.

Conducting a thorough review of applicant information, including but not limited to the employment application, previous employment and certification documentation, criminal background check, military discharge documentation, etc. Other records may be requested/reviewed as applicable to ensure that the applicant is eligible for employment as well as certification by the NC Criminal Justice Education and Training Standards Commission.

This position requires thorough knowledge and understanding of Criminal Justice and DAC policies/standards. Position must obtain fingerprint and DCI Operator certification as well as be a Notary Public. Requires the ability to run, read, and interpret a thorough DCI criminal background check.

Position assigns and proctors pre-employment testing and contacts medical vendors as needed.

Consults with managers and subject matter experts on complex issues and responds to a wide variety of questions from applicants and work location managers.

Conducts salary administration for entry level certified positions.

Responsible for hiring approval determinations based on agency and Criminal Justice Standards requirements. This requires close interaction with HR staff and managers at various DPS work locations and involves the ability to accurately explain and interpret applicable policies/standards.

Maintains applicant hiring records in the Applicant Tracking System (ATS) and other internal databases.

Position is responsible for high volume work and the ability to meet deadlines to ensure critical vacancies are filled in a timely manner.

This is a full-time position (40 hours per week) with State Benefits. Normal business hours are from 8:00 AM - 5:00 PM, Monday - Friday.

Knowledge, Skills and Abilities / Competencies

Experience with Criminal Justice employment/certification standards and policy.

Experience working with databases to track job applicant and position information (such as ATS and EMS).

Experience with using the State of North Carolina Integrated Human Resources Payroll System (IHRPS/Beacon) to generate reports and review/analyze employment data.

Ability to maintain confidentiality of test materials and applicant information.

Management Preferences:

DCI Operator certification - active and in good standing.

Minimum Education and Experience Requirements

Associate s degree, typically in Human Resources or relevant field from an appropriately accredited institution and 1 year of experience required; or 2 years of progressive experience in Human Resources; or equivalent combination or education and experience.

Education Services has established partnerships with more than two-thirds of the state's community colleges, as well as with many post-secondary institutions including the University of North Carolina system as well as some private colleges. Funding for education in prisons is provided through varied sources, including non-profit foundation grants, donations from individuals, Federal Second Chance Pell grants, and the General Assembly.
