Summary Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Support, CBP Watch located in Washington D.C. Responsibilities Joining Customs & Border Protection will allow you to use your expertise to analyze and advise management on a wide range of program activities which will impact the entire agency. This position starts at a salary of $139,395.00 (GS-14, Step 1) to $181,216.00 (GS-14, Step 10) Major duties include but not limited to: Providing studies and analysis that assists in addressing financial and budget issues. Interpreting financial management laws, governing policies, guidelines, rules, regulations, and precedents to provide advisory services to management regarding performance assessments. Researching and conducting analysis of Federal Appropriations Laws, Federal Acquisition Regulations, OMB Circulars, and other policies and guidance. Advising and providing analytical support on problem definition, planning methodologies, policies, and procedures. Planning, developing, and coordinates planning management through briefings, presentations, and conferences for executive management. Qualifications Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Developing, leading, and evaluating policies related to budget, finance, payroll, position management, and procurement functions and recommending the development of any changes to existing policies and directives. Developing, implementing long- and short-range plans, policies and programs in the direction of goals, objectives, and priorities. Planning and conducting special studies, personally or through team members, provides advice to managers, and develops and evaluates policies in assigned program areas. Performing a full range of financial management analysis by applying established financial analysis principles, concepts, and practices to a wide variety of difficult problems. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 12/31/2024. Background Investigation: U.S. Customs and Border Protection (CBP) is a federal law enforcement agency that requires all applicants to undergo a thorough background investigation prior to employment in order to promote the agency's core values of vigilance, service to country, and integrity. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. Additional Information Security Clearance: You may be required to obtain a Secret or higher level clearance for this position. Supervisory Probationary Period: You may be required to serve an 18-month probationary period upon appointment. Leadership Training: All newly appointed first-time CBP Supervisors are required to complete mandatory training. The training will be scheduled by the Office of Training and Development within the first 90 days of appointment. The duration of the training will include 3 weeks of in-residence training in Harpers Ferry, WV. Note: This training may be waived if previously completed.
