Position Description
ENTRY SALARY: $67,145.17
POSTION OPEN UNTIL FILLED
Under limited direction, the Solid Waste Assistant Manager, supervises, coordinates, and assists with the operational core services of the Solid Waste Department. Assists in managing all residential and commercial solid waste collection, recycling collection, yard waste collection, transfer operations and support services, to include dispatch, container maintenance, and code enforcement.

Bachelor's Degree in Public or Business Administration, Marketing, Environmental Engineering or a related field AND two (2) years of professional level experience in the development and administration of programs in the assigned field; OR an Associate's Degree or possession of either a Certified Manager of Integrated Municipal Solid Waste Systems Certification through the Solid Waste Association of North America (SWANA) or Certified Manager of Transfer Station Systems Certification through the Solid Waste Association of North America AND five (5) years of professional level experience in the development and administration of programs in the assigned field with at least two (2) years in a supervisory capacity;OR an equivalent combination of education, training, and experience may be considered.

Duties and Responsibilities

- Provides moderate level management and direction for all solid waste and recycling operations for the City.
- Responsible for supervisory duties including planning, managing, and evaluating the performance of staff.
- Provides moderate level direction and guidance for issues and concerns that may arise on a daily basis; fosters team development and success.
- Handles inquiries and complaints on behalf of the Solid Waste Manager regarding solid waste and recycling programs and services.
- Attends extensive training meetings; helps develop light duty assignment for injured workers; assists with safety meetings and audits to ensure safety measures are being met.
- Assists with managing the development of departmental marketing, public information, and educational materials; Communicates and engages with the public, city departments, and other entities; addresses concerns and handles complaints.
- Prepares analysis and provides input on financial matters including support of budget development and ensures proper resource allocation.
- Works with divisions within the department and city departments to ensure consistency and accuracy.
- Supports the Solid Waste Manager in formulating and administering Division policies and procedures and developing long range goals and objectives.
- Performs other duties as assigned.
Administrative
- Reviews, writes, edits, and researches solid waste contracts for solid waste equipment and vehicles.
- Assists in ordering solid waste trucks and other solid waste vehicles.
- Reviews building plans for issues related to solid waste services and ordinances.
- Under the direction of the Solid Waste Manager, directs and coordinates, through subordinate managerial personnel, activities of Division programs to obtain optimum use of equipment, facilities, and personnel.
Code Compliance
- Schedules, performs, and completes inspections of properties receiving solid waste services.
- Performs professional and technical work to enforce solid waste codes and ordinances; Reviews and makes suggestions to update ordinances related to solid waste.
- Inspects illegal dumping and other solid waste service cases.
- Monitors violations, tracks and ensures corrections have been made within the proper timeframe, completes re inspections, makes follow up calls and engages with owners to ensure corrections have been made, filing appropriate documents for data.
- Prepares documents for needed cases and presents them to the Municipal Code Enforcement Board.
