Armand Corporation, an award-winning M/WBE Construction Management firm celebrating over 33 years in the industry, is seeking a full-time HR Manager/Business Administration for a federal construction project related to complex rail, transit, and other transportation projects in NY & NJ. 

The ideal candidate has 5-7 years of full-time experience in HR Management/Business Administration, particularly specializing in benefits functions in a construction setting, as well as a Bachelor's Degree from an accredited college or university with a major in Human Resources, Business Administration, or a related field.

If selected, candidates will need to provide digital proof of licensure and certification for all U.S.-based accolades, including academic degree, before time of interview. Information provided is handled with discretion and will be used purely for benefit of employment with various government agency clients and associated background checks.

This position will be full-time, on-site. Candidates are expected to live in or near the New York metropolitan area.

JOB RESPONSIBILITIES include, but are not limited to, the following:
  • Manage and take ownership of many operational HR functions and policies, including payroll processing, compliance tracking, and benefits administration.
  • Proven experience in HR management within the construction industry, with a strong understanding of industry-specific HR challenges, compliance requirements, and operational needs.
  • Oversee critical operational functions and shape the systems and processes that will support company functions and promote our mission.
  • Serves as a specialist and key knowledge resource on benefits; responsible for the comprehensive management and administration of the organization’s benefits programs, as well as providing necessary benefits council.
  • Analyze current processes and workflows to identify areas of improvement.
  • Create and generate reports.
  • Maintain electronic personnel files to ensure legal compliance and manage records retention.
  • Administer employee information changes and ensure data integrity in HR systems (e.g., Human Resources Information Systems (HRIS), etc.). The employee performs work on-site at office location.
  • Perform additional responsibilities as necessary.
QUALIFICATIONS include, but are not limited to, the following:
  • Bachelor's Degree in: Human Resources, Business Administration, or a related field is required. An advanced degree is a plus.
  • At least 5-7 years of full-time experience in HR in a construction setting, with demonstrated expertise in employee benefits administration, payroll, and compliance.
  • Active listening skills, responsive, and strong follow-up practices, with and approachable, proactive, and professional mindset.
  • Must maintain confidential information.
  • Must interpret Human Resources policies and procedures.
  • Experience in Word, Excel, Power Point, HRIS and other applicable database programs is a plus.
  • Ability to pass a TWIC and/or SWAC Background Check at High Level
  • Strong organization, analytical and problem-solving skills.
  • Ability to multitask in a changing work environment.
