Why does the job exist?

This position is responsible for the effective leadership and management of the Agency's Finance Division, which includes:

  • Budget Bureau
  • Purchase and Contracts Bureau
  • General Ledger/Accounts Receivable Bureau
  • Billing and Cost Recovery Bureau

This position oversees the day-to-day operations of the Budget Bureau, General Ledger/Accounts Receivable Bureau, Purchasing and Contracts Bureau, and the Billing and Cost Recovery Bureau. Oversight of these bureaus entails budget, rate setting, procurement, general ledger, financial audit, cash management, capital assets, accounts payable fleet, and mail distribution and pickup. This position is responsible for conformance with the Department of Finance and Administration and the requirements set forth NMAC 2.20.5. This position is responsible for the year-end financial audit and adherence to audit requirements, submission of the operating budget and appropriation request, and rates.

The position ensures that the Department is compliant with rules and regulations from the Department of Finance and Administration (DFA), State Treasurer's Office, State Purchasing Division, and the Office of the State Auditor. Ensures the development and compliance of internal departmental financial and personnel policies, procedures, and guidelines for the Department. Responsible for the accounting function for the Department as defined by section 6-5-1 NMSA 1978.

How does it get done?

  • Ensure compliance with the policies and procedures outlined in the State of New Mexico Manual of Model Accounting Practices (MAPs) or other future publications;
  • Ensure compliance with SHARE supported business processes and deadlines;
  • Ensure compliance with the Year-End deadlines;
  • Disseminate and Actualize DFA directives and notifications to Agency staff as appropriate;
  • Provide consultation and Financial Services to Administratively Attached entities (Office of Broadband Access and Expansion and Office of Cybersecurity);
  • Provide leadership and performance management of four Bureau Chiefs;
  • Complete continuing education each year as determined by FCD and any other contingencies as required by the State Controller.

Department leadership, oversight agencies such as DFA, State Treasurer's Office, State Purchasing, Office of the State Auditor, Legislative Finance Committee, and Federal funding agencies.

Ideal Candidate

Minimum Qualification

A Master's degree in any field of study from an accredited college or university and ten (10) years of executive level experience with a heavy strategic/functional strategy impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling sixteen (16) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include executive management and/or specialized experience. Any required licensure, certification, or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Employment Requirements

Driver's License, Defensive Driving Certificate, and Investigation Background.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some travel may be required. Ability to lift up to 50 lbs.
