Position Summary: The Tribal Operations Director is a key member of the Executive team, supporting the Executive Director (ED) in managing the Yakutat Tlingit Tribe (YTT) administration, operations, enterprises, and services, including the Yakutat Community Health Center (YCHC). This position provides leadership, day-to-day management, and oversight of operations; develops and evaluates organizational structures, workflows, and efficiencies; and assists in monitoring short-term and long-term strategic plans. The Tribal Operations Director fosters a high-performance culture of continuous learning and improvement and ensures employee competencies align with the strategic vision and organizational needs. With written approval of the Executive Director, the Tribal Operations Director is empowered to make decisions that are in the Tribe’s best interest, ensuring the effective administration and management of all departments. Essential Functions Supports the Executive Director in carrying out the Tribe’s governance functions, budgets, and policy procedures for its membership. Works closely with the Executive Director, committees, boards, and a variety of agencies to assist with implementing programs and projects identified as priorities by the Tribe. Works collaboratively with the Executive Director to identify and develop new funding sources, enterprise opportunities, and programs, while also assessing and optimizing existing revenue streams to ensure the Tribe is maximizing financial potential and sustainability. Maintains knowledge of legal requirements and government reporting regulations affecting tribal functions and ensures compliance with policies and procedures. Oversees daily operations of assigned departments of the Tribe and other enterprises, ensuring alignment with strategic goals. Performs timely executive-level planning, organizing, directing, and evaluation of the Tribal Council’s goals, objectives, and programs. Professionally leads, manages and coaches department heads, providing guidance and direction. Monitors current departmental outcomes to ensure correct and accurate alignment with goals and standards. Collaborates with Human Resources and, when necessary, the Executive Director, to timely resolve personnel issues per policy. Reviews operational results and with guidance from HR recommends corrective actions as necessary. Coordinates personnel information, ensuring seamless integration across departments, programs, and committees. Professionally serves as a liaison between the Executive Director, department directors, managers, and staff on operational matters and special projects. Attends or provides representation at critical meetings affecting the health and well-being of the Yakutat community. Prepares timely regular reports for the Executive Director and/or Tribal Council as requested. Professionally responds to community concerns regarding the delivery of Tribal operations and services. Provides equitable, accurate, and timely leadership in hiring, personnel evaluation, disciplinary actions, grievances, coaching, and development for Tribal enterprise supervisors and staff. Facilitates process improvement initiatives using accurate data analysis, professional team building, and timely project management techniques. Analyzes and supports practices to improve performance on quality measures, focusing on work redesign, policy adjustments, and quality improvement processes. Conducts timely and accurate review of contracts and grants, recommending actions to the Executive Director and Tribal Council as appropriate, and accurately negotiates and/or timely updates contracts when necessary. Maintains effective interdepartmental and external relations, ensuring smooth information flow. Professionally and respectfully represents the Tribe to local, regional, and national leaders as needed. Professionally, accurately and follow the YTT Mission and Vision Statement, all policies, and procedures. Performs other related duties as assigned. Supervisory and Management Responsibility The Operations Director will supervise and provide oversight for assigned departments, programs, and projects as determined in consultation with the Executive Director. Supervises Program Managers when the Executive Director is absent. The Operations Director exercises independent discretion in duties, formulates and recommends policy affecting YTT and YCHC resources, including employees, finances, and time management. Then in consultation with the Executive Director, works and implements the agreed-upon plan. Minimum Qualifications Master’s Degree in Business Administration, Health Administration, or a related field preferred (or equivalent post-secondary education or experience on a year-for-year basis). Five (5) years of progressively responsible experience, including at least three (3) years in a management role. Experience with IHS and Community Health Center agencies preferred but not required. Experience working with Native American populations preferred. Possession of a valid driver license issued by the State of Alaska with a clean driving record. Must successfully pass a criminal and background check. A combination of education and experience may be considered as a substitute for a degree requirement.
