Clark is seeking an experienced Chief Estimator / Preconstruction Executive to lead our San Francisco Civil operations. The Estimating/Preconstruction Department is responsible for preparing budgets and bids for all Clark Civil SF projects, and for continuous preconstruction on awarded projects that are in the development phase. The responsibilities of the Estimating/Preconstruction Department include compiling qualified bidders lists, issuing invitations to bidders, soliciting bids, preparing estimates, quantifying and pricing labor and materials, receiving bids, and reviewing bids to prepare total project costs. This key member of our team will passionately lead the development of creative, innovative solutions to construction challenges and enjoy the acquisition of winning profitable work.ResponsibilitiesMaintain high standards of professionalism and ethical behavior when representing the CompanyAnalyze drawings, specifications, proposals, and other documentation to lead estimators in preparing time, cost, and labor estimate for projects under various delivery methodsLead preparation of estimates for multi-discipline projects including understanding scope and accurate quantitiesSupervise and train other estimatorsLead a team during the estimating process including executive review and estimating meetingsDevelop Subcontractor and Vendor solicitation strategies to create value for the bidLead meetings with Subcontractors/Vendors to ensure complete scopes and aligned strategiesPerform risk and contract management responsibilities as required on bidsLead the development of minority participation strategies to achieve project requirementsReview total estimate to ensure accuracy and completeness prior to formal quotationManage information system to compare estimated costs to actual costsResearch and lead process of continuous improvement in developing more efficient estimating methodsExamine construction sites and observe unusual or challenging conditionsBasic QualificationsUndergraduate degree in engineering, construction management or related degree preferred but not required 10+ years of heavy civil estimating and cost control related experienceWide range of public agency and private client experience highly preferredProficient at a wide range of estimating disciplinesPassionate about profession, dedicated to winning work and willing to take pride and ownership of work productField experience is desirableDemonstrate the ability to lead multiple projects and pursuits at any given timeKnowledge of HCSS Heavy Bid Estimating SoftwareSoftware: Excel, Heavy Bid, Bluebeam, AGTek, Building ConnectedAbility to read and interpret construction drawings and specificationsWorking knowledge of computers and experience with Microsoft Word and ExcelStrong organizational and time management skills with the ability to multi-taskMust be detail oriented, technically sound and have good communication skillsMust be familiar with both conceptual, detailed, and self-perform estimatingAlignment to Clark Standards of Excellence: Self-Motivated, Results Oriented, Adaptable, Team Player, Accountable, Ethical, Innovative, Resilient, Builds Relationships, Builds People / Teams & Followership, Sets Direction & ExecutesClark CivilClark Civil performs heavy/civil work including airport, heavy rail, light rail, bridges, interstate road work, electrical substations, water and wastewater treatment, and facilities projects ranging from $10 million to $500 million. Clark Civil delivers projects through a variety of contracting methods, including design/build, construction manager at-risk, and general contracting. With a staff of over 20 percent professional engineers, Clark Civil's projects are led by an experienced heavy/civil technical staff and supported by a multidisciplinary, in-house team. For this role the base salary range is$110,000-220,000. Compensation may vary outside of this range depending on a number of factors, including a candidate’s education, experience, skills, and geographic location.
