The Executive Director of Enterprise Data Governance and Strategy is a new senior-level position responsible for establishing and implementing athena’s data management strategies, policies, and standards to ensure the effective, efficient, and controlled use of corporate data assets. Responsibilities include hands-on establishment of a new and best in class Data Management Office process/function, developing and implementing policy and controls, day-to-day and strategic management of the function, and senior management level reporting.
The Executive Director of Enterprise Data Governance and Strategy will be a key driver in establishing and maintaining a robust data management and governance program within athenahealth. This role requires a strategic thinker, a strong leader, and a collaborative team player who can effectively navigate and influence across the organization. This resource will have the opportunity to shape the data management and governance function and contribute to the organization's overall success in leveraging data as a strategic asset.
Responsibilities:
- Define, establish, maintain, and continuously refine a robust data governance framework, including policies, standards, processes, and controls to ensure the integrity, quality, and security of corporate data assets. Collaborate with stakeholders to define and implement data governance best practices while developing a road map of capabilities (technology, people, budgets, and processes) to ensure data standards are effectively integrated into business execution.
- Lead the Data Management Office (DMO) Council, a cross-functional team responsible for driving data management and governance initiatives. Facilitate regular meetings, set the agenda, drive outcomes, and ensure effective communication and collaboration among council members.
- Provide strategic direction and leadership for the Data Management and Governance function, aligning it with the overall organizational goals and objectives. Develop and communicate the vision, mission, and goals of the DMO to stakeholders.
- Develop, modify and implement data ownership policies and processes to ensure that each dataset has a documented level of sensitivity and designated owner who is accountable for its management, quality, and integrity. Establish and implement guidelines for data ownership transfer and approval processes.
- Develop and implement data quality management strategies and practices, including the establishment of data quality metrics, monitoring tools, and processes. Collaborate with data owners and stewards to ensure adherence to data quality standards.
- Oversee the development and maintenance of a centralized business glossary and metadata repository. Ensure that business glossary terms are linked to relevant attributes and data assets, and that data lineage is documented and available.
- Establish and enforce internal data sharing practices to ensure that data owners and consumers are aware of any constraints or obligations related to the use of data. Monitor compliance with data sharing practices and address/escalate any issues or concerns, as appropriate.
- Collaborate with IT and other stakeholders to select, implement, and maintain data governance tools and technologies that support the data management and governance objectives of the organization. Stay updated on industry trends and best practices in data management and governance.
- Engage with key stakeholders across the organization to promote data management and governance principles, gain buy-in, and foster a culture of data-driven decision-making. Collaborate with a wide range of stakeholders (Legal, IT, Infosec, Sales, Marketing, Product, Engineering, etc.) to identify data management needs and requirements.
- Define and monitor key performance indicators (KPIs) for the DMO function. Regularly report on the effectiveness of data management and governance efforts to the executive sponsor/steering committee and the DMO Council. Recommend improvements and adjustments to the DMO framework based on performance metrics.
Qualifications:
- Bachelor's degree, Master's degree preferred, in a relevant field (e.g., Information Management, Data Science, Business Administration)
- Minimum of 10 years of experience in data management, data governance, or related roles in a complex organization coupled with advanced knowledge and understanding of data management principles, practices, technologies, and industry standards. Proven track record of implementing, developing, and institutionalizing a DMO. Excellent leadership, collaboration, and communication skills with the ability to influence and engage stakeholders at all levels of the organization.
- Advanced program management experience with a proven track record of delivery.
- Strong analytical and problem-solving skills with the ability to think strategically and drive results.
- Experience in developing and implementing data governance frameworks, policies, and standards, including sensitive data governance, data lineage and mapping, data enrichment, data quality, data democratization, innovation, and data program management.
- Familiarity with data governance tools and technologies.
- Knowledge of healthcare industry and related data management challenges preferred.
- Experience with SOC1 and SOX audits preferred.
- Experience with and knowledge of health/privacy-related legal and compliance requirements, including but not limited to HIPAA, state consumer privacy laws, HITRUST requirements, NIST security requirements, etc.
