SUMMARY: We are seeking a highly skilled and strategic Human Resources Manager to join our dynamic team. This role will be responsible for managing all aspects of human resources functions across our multi-division organization, with industries including real estate, construction, and oil & gas. The ideal candidate will have a proven track record in HR management, employee relations, compliance, and performance management, with the ability to navigate the unique challenges of diverse industries and a fast-paced, growing company. This position will be based in South Texas and reports directly to the Executive Leadership team. Key Responsibilities: HR Strategy & Planning: Collaborate with executive leadership to develop and implement HR strategies aligned with the company’s business objectives and goals. Provide strategic counsel on workforce planning, talent acquisition, employee retention, and organizational development across all divisions. Recruitment & Staffing: Lead full-cycle recruitment for all positions across divisions, ensuring the company attracts, hires, and retains top talent. Develop and manage relationships with external recruitment agencies, universities, and industry organizations. Employee Relations & Engagement: Foster a positive workplace culture that aligns with company values. Handle employee relations issues, including conflict resolution, disciplinary actions, and workplace investigations. Implement programs that promote employee engagement, satisfaction, and retention. Compliance & Risk Management: Ensure the organization’s HR policies, practices, and procedures comply with federal, state, and local labor laws, including those specific to real estate, construction, and oil & gas industries. Maintain up-to-date knowledge of HR regulations and industry-specific requirements. Manage workers' compensation. Compensation & Benefits: Oversee the administration of competitive compensation and benefits programs that support employee attraction and retention. Oversee Organizations payroll processing function. Conduct market analysis and salary benchmarking for key roles. Work with external partners to ensure benefits packages are comprehensive and cost-effective. Training & Development: Identify skill gaps and work with management to design and implement training and development programs for employees. Promote leadership development and succession planning within the organization. Performance Management: Develop and manage performance appraisal processes, setting clear expectations and providing support for performance improvement. Monitor and track employee performance metrics, recommending changes as necessary to improve organizational effectiveness. HR Metrics & Reporting: Track and report key HR metrics to leadership, such as turnover, hiring trends, employee engagement, and other key performance indicators (KPIs). Conduct regular audits of HR systems, processes, and records to ensure accuracy and compliance. Qualifications: Bachelor’s degree in Human Resources, Business Administration, or related field (required). Master’s degree a plus Minimum of 5 years of progressive HR experience, with at least 3 years in a managerial or leadership role. Strong knowledge of HR best practices, labor laws, and industry-specific regulations, especially in the real estate, construction, and oil & gas sectors. Proven experience in recruitment, employee relations, and performance management. Exceptional communication, interpersonal, and conflict-resolution skills. Demonstrated ability to work effectively in a fast-paced, multi-division environment. Proficiency with HR and Payroll Software (Paylocity). SHRM-CP or PHR certification is a plus LOCATION: Killam Oil Company is located in Laredo, Texas; this is an in-office position based at our office in Laredo, all applicants will be required to relocate, if necessary. Preferred Skills: Experience working in a privately-held, multi-divisional company. Knowledge of safety and environmental regulations related to construction and oil & gas industries. Bilingual (English/Spanish) is a plus. LICENSES/CERTIFICATIONS: Must have a current valid driver’s license and a satisfactory driving record.
