Salary ranges: GS-09 $62,517- $81,272 / GS-11 $75,640-$98,330 Responsibilities You will advise managers on the application of civilian personnel policies and procedures in employee relations matters (e.g., discipline, grievances, appeals, fair employment practices). You will partner with management and employee representatives to arrive at settlement agreements or memorandums of agreement or understanding. You will negotiate with senior leaders to determine a course of action for human resources issues. You will negotiate collective bargaining agreements with labor organizations. Requirements Conditions of Employment Qualifications GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting with the development of case strategies; 2) Providing advice and guidance on controversial or complex issues related to Employee and Labor Relations; and 3) Ensuring case files are properly maintained in accordance with regulatory guidance. GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying human resource management theories, concepts, principles, laws, regulations, precedents and procedures related to Labor & Relations to identify interrelated problems, draw conclusions, and recommend appropriate courses of action; 2) Applying fact-finding, analytical and problem-solving methods and techniques; and 3) Preparing and presenting findings to recommend and carry out specific actions regarding difficult issues. Education In lieu of general/specialized experience listed in the Qualifications section, applicants may qualify based on education OR equivalent combination of experience and education as follows: GS-11: A Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related OR A combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent. GS-09: A master's or equivalent graduate degreeOR2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related OR A combination of experience and education as described above that equates to one year of experience. Additional Information This announcement uses the Defense Industrial Base, Major Range and Test Facilities direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. Physical Demands: The work is sedentary. The work may also require walking, bending and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. Some employees may carry light items or drive a motor vehicle. Work Environment: The work area is adequately lighted, heated, and ventilated. The work environment involves everyday risks or discomforts that require normal -Safety precautions. Occasional exposure to uncomfortable conditions in production shops and other industrial operations may be required.
