Burrow Global has an immediate need for an experienced Process Safety Engineer for a 12 month plus assignment with a petrochemical plant in Pasadena, TX.

Candidates for this position will provide technical advice and guidance to ensure process hazards are identified, risks are assessed, and cost-effective solutions are implemented. This will include the development and implementation of corporate Process Safety Management (PSM) strategies and programs to meet the organization’s requirements.

Daily Responsibilities:

  • This position will lead the PSM/RMP programs at the plant ensuring compliance with Occupational Safety and Health Administration (OSHA) regulation 1910.119, Environmental Protection Agency (EPA) regulation 40 CFR Part 68, Risk Management programs (RMPs) and PSM (internal) standards.
  • Lead the planning, execution, and reporting of PHAs and LOPAs to ensure compliance with corporate risk criteria.
  • Ensure thorough identification of scenarios, safeguards, and recommendations in PHA/LOPA reports.
  • The incumbent will lead the Management of Change (MOC) process - ensuring proposed changes do not create additional risk to the facility and/or associates. Will be responsible for the MOC process hazard analyses (including annual revalidations) and pre-startup safety reviews and champion the Incident Investigation process (including root cause analysis). Will support the Maintenance and Operations Departments with mechanical integrity related items as needed per the PSM/RMP standards.
  • Candidate will respond to PHA Action Items to implement plans to remediate all identified issues.
  • Contribute to the development of the PSM strategy for design, deployment, and delivery of the HSE Policy, Directives, Rules & Procedures and Safety for the site at the next higher level, to ensure alignment of objectives and performance of the facility.
  • Promote the constant approach of process safety management with the interface areas of the Unit, such as process engineering (technology), operation, maintenance, demand, logistics, etc. Be an influential advisor to line management and a specialist support.
  • Work with the Maintenance area related to mechanical integrity plans that minimize impacts to the company's assets that are designated as scenario barriers related to the PHA and Aspects and Impact programs.
  • Acting along with justifications and strategies that make feasible investments in favor of meeting the recommendations of the accidents of processes and recommendations of PHA (using risk-based approach decision – Risk Matrix).
  • Ensure PHA recommendations are harmonized with technology and recognized best practices and engineering standards.
  • To manage the records related to the Process Safety area, through systematic control to ensure the tracking (traceability), adequacy and reliability of the information, evidencing the effective functioning of the Quality Assurance, Environment, Health and Safety Management Systems (IMS - Integrated Management System);
  • Manage the process of corrective and preventive actions, when the occurrence of nonconformities related to non-conformities, accidents of processes.
  • Lead the execution / review of hazard studies trough employee involvement as well as the fulfillment of its recommendations and support the emergency response plans preparation through sharing risk scenarios that must be covered.
  • Coordinate and conduct audits in Process Safety, ensuring operations discipline and compliance with corporate guidelines and standards.
Educational Requirement:
  • Bachelor’s degree in mechanical or chemical engineering with 10 + years of experience in Process Safety Management including Process Hazard Analysis and Layers of Protection Analysis. 5 years of maintenance and operations experience in a petrochemical or refinery environment.
Desired Skills
  • Knowledge in application and compliance requirements of regulatory standards (OSHA, EPA-RMP, etc.).
  • Experience leading Process Hazard Analysis (PHA) and risk assessment, including HAZOP, What-If, LOPA, Safety Integrity Level (SIL) identification + SIS Design understanding and review.
  • Solid background and knowledge about OSHA/CCPS Process Safety Management standard as well as other legal requirements like EPA-RMP.
  • Expertise with Recognized and Generally Accepted Good Engineering Practices (NFPAs, ASME, ANSI, API, ISA, IEC etc.).
  • Knowledge of the management and operation of the Process Safety Devices (Protection Layers): process logic, interlocks, safety devices, relief valves, emergency shutdown systems used to avoid loss of primary containment and post-containment.
  • Experience with Sealing Systems is desired.
  • Knowledge of the programs applied to risk management.

  • Microsoft Office: Advanced/Proficient - Word, Excel, SharePoint, Outlook, and PowerPoint.
  • MS Project: Desired
  • PHA-Works for HazOp, LOPA/SIL Validation.
