We are actively seeking a highly motivated, innovative and experienced individual to join our team as the Director of TGNB Health and HIV Prevention. Compensation will be commensurate with experience. Position Summary: The Director of TGNB Health and HIV Prevention is responsible for creating effective programing to reduce health care barriers for Amida Care members that are part of our TGNB Health programs. They will oversee program development, provide oversight of all programs and lead the coordination of care for Gender Identity Support Team (GIST) (TGNB Amida Care members). The Director will develop policies and procedures, identify and manage relationships with service providers, and train and oversee Gender Identity Support Team (GIST) staff to ensure optimal health outcomes for TGNB members. Maintaining current knowledge of New York Medicaid and LGBTQ community health trends, the Director will work to develop service models to address the needs of HIV negative members and reduce the rate of seroconversion in communities placed at high risk for HIV. Responsibilities: Oversee and direct all programs geared towards providing sensitive and appropriate care to all Amida Care TGNB members. Direct programs to reduce health care barriers. Coordinate with Amida Care's Quality Department to ensure we are maximizing all required quality measures. Educate members and providers regarding Plan benefits, policies, and support services available to members. Provide supervision in conjunction with the VP of Clinical Services and Programs to the Clinical Coordinator of TGNB Health. Provide direct supervision to the Coordinator of TGNB Health. Provide direct individual interventions including elements of case management and advocacy, referral and follow-up meetings in-person or by telephone. Develop processes for direct individual interventions, and train staff in following processes, ensuring LGBTQ and HIV negative members receive top quality and current information, referrals, and are treated respectfully. Develop, in conjunction with the VP of Clinical Services and Programs, policies and procedures for the treatment of gender dysphoria in a managed care setting. Review clinical documentation and claims/utilization data to ensure members are receiving appropriate care and implement strategies to address gaps in care as appropriate. Lead education efforts for Amida Care Staff in strengthening specialized populations programming across all Amida Care departments. Lead education efforts across Amida Care's provider network and Community Based Organizations regarding all specialized populations. Direct HIV prevention services. Identify opportunities to improve the culture at Amida Care in ways that leverage inclusion and expand access to resources for both members and employees. Ensure accurate and proper execution of the clinical guidelines for the treatment of gender dysphoria within Amida Care Health Services department, community-based organizations, and in-network health care settings. Assist with the hiring and retention. Conduct cultural competency training and education for employees and community partners. Act as the principal support to the Vice President of Clinical Services and Programs to develop and drive growth through the creation of policies and procedures, new member enrollment, and member retention. Attend continuing education seminars, staff in-services, and stay abreast of relevant literature to maintain familiarity with trends in transgender services, diversity and inclusion, and HIV prevention. Investigate and track new provider relationships to address evolving needs of communities placed at high risk for HIV. Identify and assist with the development of system and database enhancements. Ensure member confidentiality and adhere to Confidentiality and Health Insurance Portability and Accountability Act (HIPAA) policies and regulations. Maintain current knowledge of New York Medicaid and LGBTQ healthcare reforms and their impact on the health plan and members' access to care. Identify opportunities to improve the culture at Amida Care in ways that leverage inclusion and expand access to resources for both members and employees. Perform other duties as assigned. EDUCATION REQUIRED Bachelor's Degree in Science, Healthcare Administration, or an equivalent combination of education and directly related experience in health care, transgender populations, diversity initiatives and HIV treatment and prevention. EXPERIENCES AND/OR SKILLS REQUIRED Five (5) years of program management and supervisor experience in health care, mental health, HIV and/or social services; experience in program planning and execution, formulating policy, managing resources and leading successful team. Ability to build teams and generate a spirit of cooperation while coordinating diverse activities and groups. Ability to effectively interact with all levels of management. Visionary, strategic leadership with a demonstrated track record of successfully managing member focused programs. Four (4) years' experience in care coordination, health care, and/or managed care; including at least two (2) working with TGNB individuals. Two (2) years HIV/AIDS, medical, or chronic care experience. Four (4) years of progressive experience relating to health care program planning and/or diversity initiatives. Demonstrated commitment to anti-oppression work, social justice and equity as well as relevant experience working to end violence against LGBTQ and HIV-affected communities. Strong interpersonal skills with the ability to work effectively with diverse groups of people and skilled in speaking directly and sensitively about issues of race, gender, sexuality, and discrimination. Strong verbal and written communication effectiveness with demonstrated ability to communicate professionally and courteously with a highly diverse internal and external population. Continued participation in education seminars and community events to maintain and further develop knowledge of gender affirming healthcare and HIV prevention strategies Strong knowledge of Microsoft Office (Access, Word and Excel). Demonstrate understanding and sensitivity to multi-cultural values, beliefs, and attitudes of both internal and external contacts. Demonstrate appropriate behaviors in accordance with the organization's vision, mission, and values.
