positive work culture . POSITION SUMMARY The
Director of Behavioral Health Services
is responsible for general oversight of
clinical programs and care coordination services , including community clinical programs, outpatient counseling services, mobile crisis response and high fidelity wrap around programs including the Pathways to Success program. Directly supervises the Associate Clinical Director to ensure all clinical needs of clients are met and assures compliance with Medicaid rules and regulations. Hoyleton’s community based behavioral health portfolio is growing and includes the responsibilities of a Care Coordination Services Organization under the Pathways to Success program. The Director will also oversee implementation of Community Support Team services and an integrated behavioral health model. This rapidly growing team will require a leader with experience managing staff who work in various settings, including on-site and remote. This role will be responsible for building and maintaining community and provider relationships. Consults with Care Coordination Manager to ensure all client needs are met and assures compliance with billing rules and regulations. As a member of the Executive team assists with developing the program budget, organizational policy, and other administrative initiatives. ESSENTIAL FUNCTIONS AND RESPONSIBILITIES Develops and maintains positive working relationships and open communication with referring agencies, Home and Community Based Service providers, other service providers, stakeholders, and others with whom the agency collaborates on behalf of clients. Collaborates with Home and Community-Based Services, MCR providers, and the Dept. of Healthcare and Family Services to identify and fill community service gaps and best practice expectations for community service providers. Maintain a strong working relationship with state agency funders including IL HFS and IL DCFS and other grant agencies and attend any required implementation and reporting meetings. Oversees the effective and timely implementation of new program initiatives, including CST and the integrated behavioral health model to meet the best interests of clients, funder expectations and ensure financial sustainability. In coordination with Quality Improvement, develops and implements required program manuals, standard operating procedures, and performance outcomes specific to this Department. Interviews, selects, and trains the Associate Clinical Director, Care Coordination Managers and Supervisors. Assists with interviews, selection, and training Case Managers/Clinicians, as needed. Participates in meetings as necessary to discuss clinical issues in order to assure appropriate planning, information sharing, and the best interest of the client. Oversees recordkeeping and reporting processes to ensure that flow of written communication is current and effective. Provides leadership to the Utilization Review committee to ensure that the process is completed and that results are used to improve the quality of services. Assures that the Medicaid component of the program is fulfilled to maintain the Medicaid standards; is up to date on contractual requirements and assures compliance. Works to achieve performance goals. In collaboration with executive leadership, develop protocols to enhance behavioral health program designs within the organization. Develops relationships with other organizations to market Hoyleton's clinical services and develop contracts and agreements to provide services on a fee-for-service basis and/or pay-for-performance metric of reimbursement. Determines expected direct service requirements for each person in the Behavioral Health Department and monitors billing/hour of care levels of staff to ensure they are following the direct service requirements. Ensure the clinical and crisis needs of clients are met and develop the behavioral health team to ensure all staff have the clinical skills and applicable treatment modalities necessary to provide human centered services. Provides direction to the Associate Clinical Director and Department Managers/Supervisors to ensure client needs are being met under all behavioral health programs and develops innovative approaches to meeting client needs. Provides high support with high accountability for employee performance and completes annual evaluations for direct reports. Consults with HR to administer disciplinary actions when required. Provides fiscal oversight and department accountability to the agency budget. Research, analyze, and make recommendations for program growth to meet both internal and community needs. Meets agency expectation of weekly individual supervision with direct reports to ensure support needs are met and ensures this expectation is met throughout the Department. CARE & TCI One of the essential job functions of any position within the agency is to align your performance with our overarching philosophy of CARE. All decisions, actions, communication, and performance should align with the six CARE principles (Developmentally Focused, Family Involved, Relationship-Based, Ecologically Oriented, Competence Centered, and Trauma-Informed). Not only must you complete the CARE training with satisfactory participation, but you must then put that training into practice in your everyday work. Every employee must also pass TCI training with a satisfactory grade in written and/or physical testing. All employees must remain current on refresher training that is provided monthly at all locations. You will be tested every 6 months on the physical portion, if applicable to your position. You will be tested annually on the written portion regardless of your position. If you are not current on your TCI refresher training every six months, you will be required to retake the full course. If you do not pass either test, you may be required to retake the full course. Excellent interpersonal skills. EDUCATION AND/OR EXPERIENCE A Master's Degree in
Social Work , Counseling, Psychology, or in a related human service field, from an accredited program. Must possess and maintain a
License of Clinical Social Work (LCSW) or Licensed Clinical Professional Counselor (LCPC) . A minimum of five (5) years of supervisory experience in the
human services
field. Must be at least 21 years of age Must possess and retain a valid driver's license Must possess and retain proof of auto insurance. Possess the experience, personal qualities, and practice skills to work effectively with professionals from a variety of disciplines both internally and with other organizations.
