Job Summary:

The Human Resources (HR) Director for the Division of Facilities Planning & Management (FP&M) at UW-Madison is a key leader overseeing strategic human resources functions for a full-spectrum facilities management organization that is responsible for building, maintaining, and operating the campus physical environment. This role is responsible for developing and implementing HR policies, managing employee relations, and ensuring compliance with employment laws and university regulations. The HR Director leads a team of HR professionals in executing a wide range of strategic human resources functions, including recruitment, onboarding, staff development, performance management, compensation, policy development, and employment relations, to meet the division's staffing needs. The ideal candidate will have strong leadership skills, a deep understanding of human resources best practices, and the ability to drive organizational change and foster a positive workplace culture. This position requires a proactive approach to problem-solving and a commitment to enhancing the overall employee experience at FP&M. Reporting to the Deputy Associate Vice Chancellor for FP&M, the HR Director advises managers and supervisors on HR policies and procedures for various staff categories. The role involves partnering with leadership on strategic initiatives and evaluating their impact on FP&M departments and the division overall. The HR Director also maintains a strong partnership with the campus Office of Human Resources and UW-Madison's Chief Human Resources Officer to ensure alignment with both FP&M initiatives and campus human resources strategies and direction. Finally, this position works closely with UW-Madison's Administrative Services Unit to ensure a seamless delivery of those human resources functions that are delivered through a shared services model. Responsibilities:

Plans, directs and manages strategic planning initiatives for multiple human resources (HR) functions such as recruitment, employment relations, performance management, compensation and classification, and/or payroll and benefits. Develops, recommends, and implements approved policies and procedures and ensures strategy alignment. Develops and manages the division's human resources budget. 15% Plans, directs, implements, and manages strategic initiatives for multiple human resources functions 5% Develops and monitors the division's HR budget 10% Exercises supervisory authority, including hiring, transferring, suspending, promoting, managing conduct and performance, discharging, assigning, rewarding, disciplining, and/or approving hours worked of at least 2.0 full-time equivalent (FTE) employees 10% Develops, recommends, and implements policies and procedures to comply with laws, regulations, institutional policies, and divisional objectives 10% Develops resolution strategies regarding HR matters such as workforce performance and competency gaps, organizational structures, and compensation, and develops training plans and mitigation strategies as needed 20% Oversees HR activities such as recruitment, pay administration programs, new hire orientations, employee benefits, and health and safety plans through managerial HR staff 20% Serves as an advisor and liaison to internal and external stakeholders providing organization information and interpretation of human resources policies and procedures and represents the interests of the division 5% Serves as Divisional Representative for all Trades/Union related matters 5% Maintain an ongoing partnership with UW-Madison's Office of Human Resources and its Administrative Services Unit to ensure a seamless delivery of those human resources functions that are provided through a shared services model Education:

Preferred: Bachelor's Degree with a focus in human resources management or a related field. Qualifications:

Required Qualifications: - Minimum of four years of progressive HR experience. - Strong understanding of HR principles, practices, and employment laws. - Demonstrated ability to handle complex HR issues and provide strategic solutions. - Experience managing HR projects and change initiatives. - Excellent interpersonal, written, and oral communication skills with the ability to adapt communication style to meet different audiences and situational needs. - Ability to deal with difficult and sensitive situations in a positive manner, including the use of negotiation and conflict resolution skills, to address personnel challenges, issues, and problems. Preferred Qualifications: - Previous work experience in a facilities or manufacturing environment. - Prior human resources experience in a higher education or similar setting. - Experience working with labor relations and/or unionized trades workers. - Previous HR experience in a multi-shift, multi-lingual environment preferred. - Demonstrated success as a supervisor with an ability to create a team committed to customer service and excellence. - Experience utilizing a Human Resources Information System (e.g. Workday, Peoplesoft, etc.). License/Certification:

Preferred: SHRM-CP, SHRM-SCP, PHR certifications. Work Type:

Negotiable ANNUAL (12 months) The salary of this position is negotiable and commensurate with experience.
