Proposal Manager

will play a critical role in developing and managing high-impact proposals, presentations, and marketing content that drive the success of our business pursuits. From lead generation to proposal interviews, this position combines strategic thinking, creative problem-solving, and exceptional leadership skills to win high-profile projects and strengthen relationships with key stakeholders. The Opportunity: RE Services has been fortunate to work with exceptional third-party consultants who have delivered high-quality results. However, as we continue to expand, we recognize the need to bring these capabilities in-house to streamline processes, enhance content creation, and ensure even higher-quality deliverables. With an impressive win rate (6 wins in our last 8 pursuits), our success stems from technical write-ups crafted by senior management with diverse backgrounds, solving complex client challenges. We are seeking a creative and strategic pursuit manager to join our team and transform client pain points into winning solutions that drive growth and deliver value. Key Responsibilities: Proposal Development & Management : Oversee the creation and refinement of proposals, qualifications, resumes, project descriptions, and other marketing materials, ensuring alignment with RE Services’ brand, quality standards, and client requirements. Strategic Positioning : Collaborate with pursuit teams during pre-RFP stages to analyze client needs, competitor positioning, and win strategies, including client-stated and unstated goals. Leadership in Pursuits : Facilitate pursuit development meetings, including

Go/No-Go evaluations , kickoffs, and strategy sessions. Provide leadership for large, complex pursuits, including multi-million-dollar transportation infrastructure opportunities. Content Creation : Develop and refine creative, client-focused narratives, technical content, and impactful visuals that effectively communicate RE Services' value proposition. Review & Quality Control : Manage proposal reviews to ensure compliance with RFP requirements, brand guidelines, and industry standards. Coordinate with technical and graphics teams to deliver polished, compelling submissions. Client Engagement : Support business development efforts by crafting targeted marketing campaigns, presentations, and outreach strategies. Collaborate with internal teams to enhance client relationships and improve pursuit processes. Coaching & Training : Mentor technical staff on proposal writing and presentation skills. Lead color reviews and provide constructive feedback to improve team performance. Continuous Improvement : Identify opportunities to enhance departmental processes, workflows, and tools, contributing to the ongoing success of RE Services' pursuit strategy. Qualifications: Bachelor’s degree in Marketing, Communications, English, or a related field (or equivalent professional experience). Minimum

6 years

of experience in pursuit management, preferably in the

AEC industry . Proficiency in

Adobe Creative Suite

(InDesign, Illustrator, Photoshop). Proficiency in

Microsoft Office Suite

(Word, PowerPoint, Excel) and collaboration tools like SharePoint or Microsoft Teams. Strong technical writing and editing skills, with the ability to distill complex concepts into clear, compelling content. Experience leading multi-disciplinary teams through tight deadlines and high-pressure pursuits. Preferred Skills: Exceptional attention to detail, organizational skills, and ability to manage concurrent assignments. Familiarity with CRM systems or proposal management tools such as Salesforce, Deltek, or Cosential. Conflict resolution and leadership skills, with the ability to guide teams through challenges and maintain high performance. Why Join RE Services?
