The Probation Director is responsible for managing the operations and programs of the Probation Department. This includes oversight of probation and correctional services, strategic planning, budget preparation, grant management, and staff supervision. The Director ensures compliance with judicial directives, state laws, and departmental policies while fostering collaboration with community stakeholders to promote public safety and rehabilitation.
The Probation Director is responsible for the quality and timeliness of their own work and provides direct supervision to Probation staff. Work is performed independently under general guidance.
Key Responsibilities:
Oversees probation services, including supervision, investigations, assessments, evaluations, bail studies, and pretrial release programs, as directed by the Court. Ensures the application of evidence-based practices to provide appropriate services and reduce relapse. Evaluates offenders and identifies effective probation interventions for proper classification and supervision. Develops and enforces client supervision standards that balance public safety, caseload management, and accountability. Manages and maintains an adult and juvenile caseload of probationers by supervising compliance with court-ordered conditions, conducting assessments, coordinating services, and ensuring effective supervision and support for successful rehabilitation, while following all applicable job descriptions and departmental guidelines. Develops, implements, and oversees the departmental budget, including grant reporting, monitoring expenditures, and pursuing funding opportunities such as grants, state funding, and fees for service. Ensures compliance with federal, state, and local reporting requirements and assessments. Provides testimony to the court in both adult and juvenile matters in defense of recommendations made. Establishes and maintains effective working relationships with law enforcement, schools, social service agencies, and all others whose interest and support might contribute to the rehabilitation of the offender. Manages departmental staff, including hiring, training, evaluating, assigning responsibilities, and ensuring compliance with court and county policies. Performs other related functions as apparent or assigned. Minimum Qualifications:
Bachelor’s degree with a major in corrections, sociology, criminal justice, social work, psychology, or related field and 5 years’ experience working in a corrections setting or related field. Applicants must also meet the requirements to be employed as a corrections agent or probation officer with the Minnesota Department of Corrections. Experience in management or supervision of employees is preferred but not required. No criminal history is permitted. Candidates must possess a valid driver’s license. Skills and Abilities:
Ability to develop and manage budgets and grants. Knowledge of federal and state laws and regulations that affect probation services and operations. Knowledge of the social sciences underlying probation work, such as psychology, criminology, and sociology. Knowledge of chemical dependency screening and assessment of clients and treatment options and programs. Knowledge of behavioral problems, mental illnesses, and issues of cultural diversity. Knowledge of psycho-sociological factors in the committing of crime. Knowledge of Evidence Based Practices proven to lower client recidivism. Ability to listen, comprehend, and effectively communicate information both written and orally to all individuals. Ability to conduct investigations, analyze findings, and prepare reports. Ability to testify in administrative and judicial hearings. Ability to recognize pathological behavior. Ability to formulate case plans of social and economic rehabilitation specific to individual's needs. Ability to work under stress and in hazardous situations. Ability to obtain cooperation of clients, their relatives, employers, and private and public agencies. Ability to make critical observations while under stressful circumstances. Ability to analyze situations and determine the appropriate action(s). Ability to respond quickly, calmly, and appropriately to crisis and emergency situations. Ability to provide direction and guidance to staff as needed. Ability to demonstrate by personal example: initiative, integrity, ethics, and excellence in work performance. Knowledge of the safety requirements and expectations applicable to the worksite. Ability to apply a high level of attention to detail and accuracy is critical for this position. Ability to maintain strict confidentiality and handle, file, and distribute confidential information within legal and policy constraints. Strong computer skills, including Microsoft Word, Excel, Access, and PowerPoint. Capability to select, train, and supervise staff to maintain high performance and morale.
