$92,301.00 – $106,146.00 The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers, and people in our custody. The Health Affairs Division seeks to recruit an experienced professional with considerable knowledge and expertise in data management and overseeing operational processes. Under the direction of the Assistant Commissioner and Deputy Commissioner, the Director of Data Management will be responsible for monitoring systems and identifying trends in services rendered to the incarcerated population at the Department of Correction. Responsibilities: Interpret data, analyze results using statistical techniques, and provide ongoing reports. Develop and implement data collection systems and strategies that optimize statistical efficiency and data quality. Acquire data from primary or secondary data sources and maintain databases/data systems. Provide oversight and technical assistance of processes and practices within the unit/department. Identify, analyze, and interpret trends or patterns in complex datasets. Work closely with management to prioritize department and information needs. Locate and define new process improvement opportunities. May provide supervisory oversight of staff. Liaison with other agencies regarding data consistency and reporting. Perform related duties as required. This role may be required to be on-call during off hours for urgent/emergent issues/concerns. Minimum Qualifications: A master’s degree from an accredited college or university with a specialization in an appropriate field of physical, biological, or environmental science or in public health. To be appointed to Assignment Level II and above, candidates must have: A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental, or social science and one year of full-time experience in a responsible supervisory, administrative, or research capacity; or A master’s degree from an accredited college or university with specialization in an appropriate field and three years of responsible full-time research experience; or Education and/or experience equivalent to “1” or “2” above. However, all candidates must have at least a master’s degree and at least two years of experience described in “2” above. Preferred Skills: Proven working experience as a data analyst. Technical expertise regarding data models, database design development, data mining, and segmentation techniques. Knowledge of statistics and experience using statistical packages for analyzing large datasets (Excel, SPSS, SAS, STATA, etc.). Strong analytical skills with attention to detail and accuracy. Excellent communication and written skills with proficiency in Microsoft Office Suite.
