Your impact Jacobs is seeking an environmental planner who can support transportation, ports and maritime, water, wastewater, and energy sector work as a lead Project Manager and Environmental Planner. Duties will include directing and overseeing the completion of California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) analyses and documentation, Federal/State/Local regulatory compliance and permitting, project site investigations, interagency/interdisciplinary negotiations, public involvement planning/implementation, and environmental based-project management. In this role, you will work with a team comprising both highly experienced professionals and early career stage consultants that will support you to grow and develop professionally. The role is based in San Diego.This position’s duties include: •    Support the administration and management of planning and environmental compliance requirements, including being responsible for the project management and project delivery either as a Project Manager or a Task Lead. •    Provide project planning and environmental services to support updating and implementation of CEQA environmental documents and related notices, Mitigation Monitoring Program, and other applicable federal, state, and local requirements. •    Provide project planning and environmental services to support updating and implementation of NEPA environmental documents and related notices, Section 106 Programmatic Agreement (PA), Mitigation Monitoring Program, and other applicable federal, state, and local requirements. •    Lead studies, preparing reports, and advising on feasibility, cost effectiveness, and regulatory conformance of plans, proposals, special projects, services or ongoing programs.•    Provide technical guidance and support to transport engineering, planning, and modelling tasks. •    Collaborate with other federal, state, county and agency departments •    Coordinate and negotiate with regulatory agencies and partner agencies.•    Responsible for presentations and public facilitation associated with activities.•    Responsible for overall project delivery management of staff and other consultants.•    Responsible for task, financial and risk controls.Knowledge and Demonstrated Experience should include:•    Independently and as part of a team interacts with clients, completes field assessments and supports or prepares environmental documentation, permit applications, prepares scopes of service, (level of effort and fee) estimates, oversight of scientific discipline reports for projects in the transportation, ports and maritime, water, wastewater, and energy sectors. •    CEQA and NEPA analysis and document preparation, including:o    Natural, social and economic environment analyses and completion of discipline reports/documents o    Project Management related to Scope, Schedule, Budget, Risk and Opportunity identification and management on environmental documentation and permitting activities.o    Document preparation, production, publication, documentation, and distributiono    Public involvement experience including plan development and implementation in hearing, meetings, and comment collection/evaluation/response.•    Strategic regulatory support on multidisciplinary projects•    Section 106, NHPA compliance•    Demonstrated experience with Federal, State, and Local City/County permit application preparation and related commitment tracking•    Ability to engage internal and external partners in a planning or permitting process, including developing and executing client and public presentations to governmental agencies, boards, commissions, and stakeholders•    Experience with complex infrastructure projects  Here's what you'll need •    BS or MS in Environmental Studies, Planning, Policy, or another Scientific discipline (e.g. environmental science, ecology, biology)•    25+ years of relevant experience, ideally with expertise in the completion of all levels of NEPA and CEQA documents to comply with FHWA, FRA, FTA and Caltrans requirements •    15+ years of relevant project management and program management.•    Excellent skills in technical writing, verbal communication, and computer literacy •    Experience in interagency/interdisciplinary coordination, risk identification and management Ideally, you’ll also have:•    Proficiency with CEQA•    Proficiency with NEPA•     Posted Salary Range: Minimum 150,500.00 Posted Salary Range: Upper 235,250.00 Jacobs’ health and welfare benefits are designed to invest in you, and in the things you care about.
