The Position
The City of Del Mar is recruiting for a versatile Management Analyst/Associate Management Analyst. The position can be assigned to the Public Works Department or the City Manager's Office.
Public Works Department
Del Mar's Public Works Department is responsible for maintaining the City of Del Mar's essential infrastructure, including: potable water including storage reservoirs and associated distribution network distributing water purchased through various interagency agreements; wastewater collection and pumping to receiving agencies which transport and treat; streets with associated drainage, pedestrian paths, bike lanes, signage, traffic signals, and landscaping; open spaces including park landscaping, public pathways, and beach maintenance; City facilities and facilities grounds.
The Public Works Management Analyst/Associate Management Analyst supports the department management staff in overseeing department procurement processes/contracting, capital projects grant applications and management, required reporting for federal and local assistance programs, special research projects, regulatory compliance reporting, and processing of public records and engineering plans requests.
City Manager's Office
The City Manager's Office oversees City operations and manages a wide variety of special projects and programs. The Office provides leadership and supervision to the organization to implement the policies and decisions of the City Council, ensuring delivery of high-quality services to the community.
The City Manager's Office Management Analyst/Associate Management Analyst supports and coordinates a broad range of projects, programs, and assignments; work collaboratively with City departments, the City Council, committees, and outside agencies; and contribute to the overall success of the organization. This position will provide the department with analytical support in diverse areas of responsibility including climate action initiatives, business community support, legislative advocacy, emergency preparedness efforts, real estate leases and asset management, grant administration, advisory committee and community group support, and public information and communication efforts.

Employees have the choice of HealthNet or Kaiser health insurance plans. The City contributes a cafeteria benefit towards the cost of health coverage. The cafeteria benefit covers the entire cost of the employee and provides an additional contribution toward the cost of dependent coverage.
Dental Insurance
Principal is the City's dental provider. This plan allows the employee to see a network provider or the dentist of their choice.
Cash out Programs
The City offers a vacation cash out program up to 80 hours for eligible management employees and an unused sick leave converision program where sick leave can be converted to vacation time.
Life Insurance
The City provides Basic Life insurance and Basic AD&D insurance in the amount of one times the annual salary, with a maximum of $50,000. The plan carrier is Mutual of Omaha. The City also offers a Voluntary Life plan through the same carrier. Employee and dependent coverage is available, fully paid by the employee.
Disability Insurance
The City requires that all full-time employees enroll in Mutual of Omaha disability plans. The plan consists of a short term and long term disability component and the cost is based on annual salary. The City pays for the cost of these plans. The City also offers a voluntary supplemental short term disability plan.
CALPERS
The City of Del Mar participates in the California Public Employees' Retirement System. Every regular, full-time employee becomes a member immediately upon employment. Effective January 1, 2013, the Public Employees' Pension Reform Act (PEPRA) will apply to new members of CalPERS. The benefit formula for new members is 2% at age 62. For existing CalPERS members, the benefit formula is 2% at age 60.
457(b) Deferred Compensation Plans
The City sponsors a 457(b) plan with ICMA (MissionSquare) Retirement Corporation and CalPERS. Contributions are made by the employee. The maximum annual deferral amount is based on IRS limits.
Section 125 Flexible Spending
The City offers a Section 125 Flexible Spending plan that allows employees to use pre-tax dollars to pay for eligible health expenses, child care, and insurance deductions. Employees can enroll during Open Enrollment.
Employee Assistance Program
The City provides an Employee Assistance Program through Magellan.
Holidays
The City shall recognize 12 days as official City holidays, and all employees, except temporary employees, normally scheduled to work on these days will be given the day off with pay. In addition, the City offers two floating holidays.

- Management Analyst Level: The equivalent of a Bachelor's degree from an accredited college or university with major work in public administration or related field, plus a minimum of one year of related work experience.
- Associate Management Analyst Level: The equivalent of a Bachelor's degree from an accredited college or university with major work in public administration or related field, plus a minimum of three years of related experience. A master's degree is highly desirable and may be substituted for one year of experience.
WHAT DEL MAR HAS TO OFFER:
- A monthly cafeteria allotment of $1,606 (maximum) which also allows employees to cash out unused cafeteria excess or receive $400 monthly opt-out provision.
- Vacation Cash Out - eligible employees may cash out up to 80 hours of vacation time annually.
- 104 hours of paid management leave per fiscal year in addition to vacation leave.
- Voluntary retirement savings/deferred compensation: 457(b) plan and 457(b) Roth plan.
- 12 recognized holidays and an additional 2 floating holidays per calendar year
- The City provides tuition reimbursement of up to $1,000 per fiscal year for reimbursement of directly related costs of tuition, school fees, books, and required materials for approved courses and professional development opportunities.
- Sick Leave Conversion - eligible employees can convert up to 72 hours of sick leave to vacation hours at a rate 2 sick leave hours for 1 vacation hour.
- The Retirement Benefit Formula for Classic CalPERS Tier 2 Members is 2% at 60. The current employee contribution rate is 7%.
