SUMMARY
We are seeking a Senior Engineer to be responsible for ESD EOB ORDSEC primarily with life cycle and Navy maintenance management.
ESSENTIAL DUTIES AND RESPONSIBILITIES
* The contractor shall enter and maintain logistics data in the Naval and Electronics Supply Support System or current CG logistics IT tool.
* The contractor shall maintain required metrics and status accounting of assigned work as directed.
* The contractor shall maintain total asset visibility using established Navy and Coast Guard information systems or databases; develop or maintain databases, and executive reporting systems.
* The contractor shall develop and implement program provisioning/supply support documents, plans and performance measures; provide inspection service, advice, assessments, and tracking for naval weapons, fire control and electronics systems.
* The contractor shall conduct parts availability research.
* The contractor shall enter and maintain logistics data in the Naval and Electronics Supply Support System, Fleet Logistics System, or current CG logistics IT tool.
* The contractor shall be able to work independently with little oversight by the Government and have above average communication and written skills.
* The contractor shall ensure the 3M System program documentation is kept current and any revisions to the USCG's 3M Distribution List are promptly submitted.
*The contractor shall provide technical review of all 3M documentation submissions for accuracy, completeness, and timeliness.
* The contractor shall screen, serialize, submit, and track all Planned Maintenance System (PMS) Feedback (FBRs) submitted by the USCG to the US Navy.
* The contractor shall ensure proper dissemination of all applicable 3M information updates, including, but not limited to, Advance Change Notices (ACNs), Force Revisions (FRs), etc.
* The contractor shall advise, monitor, and assist USCG units in matters concerning the 3M system.
* The contractor shall create and maintain Performance Qualification Standards (PQS) based on the Navy 3M PQS, training and compliance policy and documentation.
* The contractor shall provide status, reports, and disposition of shipboard allowances, shipboard inventories and of mandatory returnable retrograde parts.
* The contractor shall maintain total asset visibility using established Navy and Coast Guard information systems or databases; develop or maintain databases, and executive reporting systems.
* The contractor shall develop and implement program provisioning documents, plans and performance measures; provide inspection service, advice, assessments, and tracking for naval weapons, fire control and electronics systems.
* The contractor shall maintain and coordinate COSAL production, distribution, and quality assurance IAW internal processes.
* The contractor shall conduct parts availability research.
* The contractor shall maintain required metrics and status of assigned work.
SUPERVISORY/MANAGEMENT AUTHORITY
None
EDUCATION and/or EXPERIENCE
High School Diploma required.
Bachelor's or associate degree is highly desired.
KNOWLEDGE, SKILLS AND ABILITIES
- Proficiency and knowledge (3-5 years) as Coast Guard or Navy life Cycle Manager, Supervisor shipboard Technician, or shore-side maintenance facility Supervisor
- Proficient in the use of the web-based Naval Engineering Technical Information Management System (NE- TIMS) tool for accessing drawings and technical publications.
- 10 years of experience in Coast Guard or Navy logistics systems and products, to include maintenance, casualty troubleshooting/reporting, and shipboard parts allowance provisioning.
- Knowledge of the Coast Guard Surface Forces Logistics Center (SFLC) maintenance procedures and processes
- Ability to climb shipboard stairs and ladders, negotiate scuttles and hatches, lift up to 30lbs for the purpose of accessing and evaluating shipboard equipment.
- Experience (5 years) using and managing the Navy maintenance and Material (3M) system.
- Must be able to obtain and maintain a SECRET clearance.
- Must be able to work independently with little oversight by the Government.
Applicant is capable of passing a NACI background investigation to obtain a Secret Clearance and a government-issued Common Access Card (CAC) for accessing USCG IT systems and facilities.
WORK ENVIRONMENT
This work is in an office environment with combined military, federal, and contracted personnel.
