Position Summary: Under the general direction of the Deputy Administrator, this position provides leadership and guidance to a diverse team of Grants & Development staff. This position provides oversight for the research, planning, writing, editing and proofreading of federal, state, county, private and foundation grant applications, within strict deadlines and with frequent collaboration with Tribal directors, program managers and support staff. This position maintains regular communication with the Administrative Team, especially the Deputy Administrator, for current, ongoing and future projects. Essential Duties and Responsibilities Provides leadership and guidance to all Grants & Development staff assigned to the department on all aspects of their essential duties and responsibilities—especially regarding development of complete grant applications, scoping meetings, project development and research—through collaboration, communication, “gentle steerage,” delegation and coaching; Maintains ongoing communication and collaboration with the Administrative Team and other stakeholders on issues, needs and successes of current and future projects; Manages essential functions of office, including communicating policy and policy changes; and managing the departmental budget. With input from Tribal Council, the Administrative Team and Grants staff, maintains a proposed calendar of grants, including proposed projects, for the current and next fiscal years; In a timely manner and within strict deadlines, researches, plans, writes, edits and proofreads federal, state, county, private and foundation grant applications—including case statements, narratives, abstracts, Tribal Resolutions, memoranda of understanding, letters of support, budgets and budget narratives—to fund Puyallup Tribal departments, program and projects. Tracks status of proposals and follows up with granting agencies to provide additional information required by grantor, as necessary; Identifies and researches potential grant funding opportunities to address the needs of Tribal departments, programs and projects; Reviews grantor “request for proposal” notices, analyzing required information to develop competitive, fundable grant applications; Works cooperatively and respectfully with all Tribal department directors, program managers, support staff and Administrative Team in planning and writing grant applications; Regularly communicates through a variety of media, including scoping meetings, with Tribal department directors and program managers to understand their ongoing needs, ongoing goals and funding needs; Works cooperatively and respectfully with Grants staff; Communicates with grant funders and program managers, as necessary; Through research, gathers and maintains ongoing files on evidence-based best- and promising-practices, Tribal programs and Tribal projects; Collects and maintains current data and statistics within the Tribe for the development of effective, data-driven grant applications; Assists grant project directors and project coordinators with initial required online grant reporting, including narrative and data reports, as necessary; Provides grant-related reports for Tribal Council, the Administrative Team and the Deputy Administrator, as necessary; As assigned by the Deputy Administrator, performs grants-related legislative analysis, legislative research and legislative liaison activities; and, Other duties as assigned. Supervisory Responsibilities This position directly supervises all Grants & Development staff. It carries out supervisory responsibilities in accordance with the Puyallup Tribe of Indians personnel policies and procedures, and all applicable laws. Responsibilities include interviewing, hiring, coaching and training employees; planning, assigning, and directing work; appraising performance; rewarding, recognizing and counseling employees; addressing complaints and resolving problems. Education and/or Experience Bachelor’s degree (B.A.) from 4-year college or university in a related field and four years demonstrated experience and/or training overseeing, developing and managing grant applications; or equivalent combination of education and experience. Intermediate to advanced skills in word-processing and spreadsheets (i.e. Microsoft Word, Excel, Access, etc.) is required. Language Skills Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
