Director, Capture Management DHS & DOD

iVision Consulting is seeking a Director of Capture Management to join our Growth team. This experienced business development leader will be responsible for driving pre-sale/pursuit activities for various opportunities across Federal Government Agencies with a primary focus on Department of Homeland Security (DHS) and Department of Defense (DOD). Additional experience with agencies such as the Department of Commerce (including NOAA and Census), Department of Energy (DOE), Department of Treasury (including IRS), and Department of State (DoS) is a secondary focus.

Candidates must have demonstrated experience in independently managing capture efforts, coordinating business development efforts, and supporting proposal development. We are seeking a dynamic, self-starting individual with strong influencing skills to build and drive capture teams and strategies.

Candidates must be a US Citizen and reside in the DC metropolitan area. This is a hybrid position with travel to locations within the DC metropolitan area.

What You Will Do:

  • Create, identify, develop, and qualify opportunities that align to the companys core capabilities that result in meaningful and measurable revenue growth.
  • Collaborate with business development and operations leads to design, refine, and implement capture strategies, ensuring effective communication with proposal writers, management, and other key stakeholders.
  • Lead and partner with Solution Strategists and Architects to formulate a Capture Win Strategy and oversee its execution.
  • Drive capture and planning activities well in advance of RFP releases, ideally 6-12 months ahead.
  • Support short-term capture efforts, as needed, when opportunities align with segment goals and could lead to larger strategic procurements.
  • Provide strategic guidance to executives on solution shaping and response strategies.
  • Assist executives with decision-making by offering insightful guidance.
  • Leverage industry insights, data, and competitive analysis to help business development shape opportunities and strengthen the companys positioning for success.
  • Develop and manage the value proposition and gap analysis, which serve as the foundation for the win themes of the bid, highlighting the companys differentiators.
  • Contribute to the pricing strategy discussions, helping to create a data-driven approach.
  • Analyze competitor strengths and weaknesses, understanding their sales tactics against us. Identify company vulnerabilities and recommend actions (e.g., teaming, hiring) to mitigate and address those gaps.
  • Lead substantive responses to RFIs and RFPs, collaborating with the Proposal, Solutions, and Operations teams.
  • Work with contracts to finalize teaming agreements, including initiating and tracking necessary documentation (NDAs, Teaming Agreement Exhibit A, SOW, gap analysis, proposal, and solution support).
  • Identify and secure key personnel and appropriate staffing for the opportunity, including coordinating with Operations and Recruiting for internal and external candidates.
  • Ensure a compliant, high-quality proposal by coordinating input and collaborating closely with proposal developers.

What You Need:

  • Bachelors degree in a related field.
  • 10 years of relevant professional experience, with at least five years performing capture management for a small business(s).
  • Capture Management experience is a must with prior involvement in Federal Departments and their sub-agencies/components, such as the Department of Commerce (including NOAA and Census), Department of Energy (DOE), Department of Homeland Security (DHS), Department of Treasury (including IRS), and Department of State (DoS).
  • Experience pursuing and winning task orders on Government Best-in-Class contract vehicles such as GSA MAS, GSA 8(a) STARS III, GSA OASIS, and CIO-SP3 is required.
  • Possess superior organizational and time-management skills to efficiently handle complex tasks and meet deadlines.
  • Experience supporting proposal development when necessary.
  • Ability to perform capture on multiple opportunities in a dynamic environment with ambiguity at times.
  • Proficiency in Microsoft products, including M365 (Word, Excel, PowerPoint), SharePoint Online, and Teams.

Salary:

$170,000 - $190,000 annual salary plus performance incentives
