The Virginia Department of Transportation (VDOT) is seeking a senior, experienced IT Program Manager to join the Project & Product Delivery portfolio to manage Outsourced Delivery Program (ODP) in our Information Technology Division (ITD). This individual will oversee project managers to ensure accountability for project execution, vendor management, and the Request for Proposal (RFP) process. They will collaborate with the planning team, drive continuous improvements, and identify and implement control points to ensure successful project outcomes.
The selected candidate will be responsible for:
Oversee projects for the program Work with business to collaborate and deliver the projects Oversee work in assigned program to ensure consistent delivery. Assign resources to complete project planning and delivery. Monitor and report deviations to critical path of the project Define and monitor the control points for the program Work with peers and subordinates to define strategic direction for assigned program. Be an expert in the use of the division core project management tool, Microsoft Project On-Line (POL). Monitor initiatives for compliance with established policies and procedures. Monitor initiatives to detect risks and issues and escalate as needed to ensure appropriate mitigation is applied to keep the program on-track. Guide project managers in identifying and managing risks. Guide project managers in defining critical path and managing schedule. Guide project managers in managing budget. Define and track the KPI's for the program VDOT employees serve the residents of the Commonwealth and traveling public daily through our mission to plan, deliver, operate and maintain a transportation system that is safe, moves people and goods, enhances the economy, and improves quality of life. VDOT is the third largest state-maintained highway system in the country, maintaining over 58,000 miles of roads, bridges, and tunnels, and employing over 7,700 people through a diverse workforce. Minimum Qualifications
Skill in managing IT functions including IT Governance and Compliance, Enterprise & Business Architecture, IT Service Mgmt, Asset Mgmt, Infrastructure and Ops, Application Development, PPM & Projects, or Data and BI Management. Skill in financial management. Knowledge and skill with technologies and functions appropriate to leading an IT program area. Skill in people and resource management. Skill in leading IT professionals in the planning, analyzing, designing, developing or implementing information technology programs, projects or systems for a large organization. Additional Considerations
Experience with Vendor Management, Request for Proposals and Request for Information. PMI Project Manager Certification . Experience with delivering large projects > 10M. Experience with VITA policies, standards, and guidelines. Experience VDOT and VITA project management procedures and requirements. Experience leading IT professionals. A combination of training, experience or education in Computer Science, Information Systems, Engineering or related field.
