EMPLOYMENT OPPORTUNITY GADSDEN COUNTY BOARD OF COUNTY COMMISSIONERS QUINCY, FLORIDA JOA No. 24-028 Date Posted: December 27, 2024 Chief Financial Officer Position Number: #0461 Office of Management & Budget Salary Range: Starting at $85,000.00 Annually Position Advertisement Closes: OPEN UNTIL FILLED ***BACKGROUND CHECK AND DRUG SCREENING IS A CONDITION OF EMPLOYMENT*** The Chief Financial Officer (CFO) will direct and oversee the financial activities of the Board of County Commissioners, direct the preparation of current financial reports and summaries, and create forecasts predicting future growth. ESSENTIAL FUNCTIONS: Directs and manages the financial planning, budgeting, accounting, analysis, and auditing functions of the BOCC, including development and monitoring of the long-term financial forecast and biennial budget. Works collaboratively with the County Administrator and other department directors to implement prudent financial management strategies for the BOCC. Evaluates the financial effects of all BOCC long-term leases, contracts, and other commitments. Oversees all treasury activities of the BOCC. Manages the relationships with the BOCC's financial institutions and banks. Directs the development of the BOCC's biennial budget. Oversees the development and presentation of the BOCC's financial statements and reports. Serves as disclosure officer relating to the BOCC's long-term debt. Safeguards the public financial resources by evaluating the prudence of BOCC operations and investments. Maintains the financial and fiduciary relationships of the BOCC, including the BOCC's 401K, 457 and pension plans. Directs staff to meet the BOCC's goals and objectives. Provides opportunities for training and performance coaching for employees. Establishes performance standards for staff and processes performance evaluations. Manages the BOCC's internal control, purchasing programs, and procedures. Manages the BOCC's financial planning procedures. Manages the BOCC's long-term debt program. Makes presentations to the BOCC and to other organizations and agencies relating to financial matters. Responsible for the development, design, analysis, and implementation of water rates and fees charged by the BOCC. Reviews proposed and new regulations; identifies and resolves issues and develops compliance and implementation strategies. Interprets, oversees, and maintains compliance with applicable federal, state, and local laws, regulations, codes, and/or standards. Monitors, evaluates, and communicates the impact of potential legal or regulatory changes on the organization. KNOWLEDGE, SKILLS AND ABILITIES: To effectively perform this job, an individual must possess strong management, planning, and analytical/problem-solving skills; must be proficient in municipal accounting, auditing, and financial reporting skills; must be able to communicate effectively with a range of internal and external parties; must have the self-confidence to exercise independent judgment. Must successfully clear pre-employment physical as required. MINIMUM QUALIFICATIONS: Bachelor's Degree in finance, business administration, public administration, or related field. Minimum of ten years of experience in a financial and budget management role. Five years in financial management for local governments. Minimum of five years of supervisory experience.
