LEGISLATIVE COUNSEL (ASSEMBLY COUNSEL) - Range 20 / EXE

This is an Executive position and the incumbent serves at the pleasure of the Assembly Chair.

Assembly HOURS OF WORK:
Monday through Friday; 8:00 a.m. to 5:00 p.m. Occasionally required to work Assembly Meetings after 5:00 p.m. LOCATION:
632 W. 6th Avenue, Suite 260 The Legislative Counsel serves as a legal advisor to the Assembly. Responsibilities include: Attending scheduled regular and special meetings of the Assembly and, on request, committee meetings. Providing advice and legal assistance to Assembly and committee members during proceedings on legislative issues and related procedural matters. Preparing ordinances and resolutions and related memoranda for consideration by the Assembly. Advising the Assembly on legal issues in legislative, administrative, and quasi-judicial activities. Advising the Municipal Clerk on election matters and administrative functions. Representing the Clerk, the Assembly, and its members in occasional litigation. Minimum Qualifications: Graduation from an accredited school of law with a Juris Doctor (JD) and seven (7) years of professional legal work experience with the Municipality of Anchorage or the equivalent elsewhere, including experience in legislative drafting, interpretation, and advising local governing bodies, as well as litigation experience in administrative, trial, and appellate levels on municipal and government law issues. Must be a current member in good standing with the Alaska Bar Association or have the ability to obtain membership within 6 months of hire. Must possess a valid State of Alaska driver's license at time of hire. If selected for hire, appointment in this position will be conditional based upon a satisfactory Municipal Employment Office conducted background check. A background check encompasses criminal history, verifying education, and verifying dates of employment. All required certifications and licenses must remain current for the duration of employment.
