General Description of Duties

NOTE TO INTERNAL APPLICANTS:

This position is responsible for the management and oversight of the Corrections Department Internal Affairs & Intelligence Section daily operations. The incumbent provides supervision of Correctional Staff conducting administrative investigations of alleged or suspected violations of violations of state, federal or local laws and ordinances, or misconduct relative to established County and departmental policies and procedures. Work is performed with independence and initiative under the general supervision of the Chief of Corrections. Performance is reviewed through observations, conferences, reports and results achieved.

Essential Job Functions

Oversees the Internal Affairs & Intelligence Section's operations. Coordinates and assigns caseloads, activities, and provides guidance, direction, and feedback to investigative and support staff. Reviews and processes the work product quality of the Investigators and ensures investigations timelines are met. Communicates the results of investigative findings to the division major who requested the investigation/inquiry or as designated by the Chief of Corrections. Coordinates administrative investigations of alleged or suspected violations of criminal law or misconduct relative to County and departmental policies and procedures. Conducts complex administrative investigations, including, but not limited to interviewing witnesses reviewing documents and writing the Investigative Report. Investigations include but are not limited to internal and external complaints related to staff misconduct, allegations of staff fraternization with inmates/offenders, use of force cases involving inmates, and citizens' complaints regarding alleged staff misconduct toward inmates. Reviews investigative files to perform quality assessment for proper formatting, accuracy, thoroughness and completeness. Ensures findings are clearly documented and deadlines are adhered to. Performs supervisory and administrative responsibilities to include training and development, performance appraisals, disciplinary actions and other related activities. Reviews and recommends changes to policies and procedures related to internal affairs as appropriate. Represents the Chief of Corrections concerning operational and investigative issues to include interacting with other criminal justice and law enforcement agencies such as, the Florida Department of Law Enforcement (FDLE), Federal Bureau of Investigation (FBI), federal agencies, and state and local officials. Reviews, approves, and discusses with the Chief of Corrections all surveillance operations to confirm or refute allegations of staff misconduct or criminal activity prior to implementation. Oversees the SIU (Security Intelligence Unit) staff members. Collaborates with the Human Resources & Risk Management Department and the County Attorney's Office on complex and/or critical cases. Performs duties as assigned/necessary which are related, or logical in assignment to the position. Minimum Qualifications

Education:

Bachelor's degree from an accredited institution in Criminal Justice, Public Administration, or closely related field.

Experience:

Eight (8) years of progressively responsible experience performing at the level outlined in the primary essential job functions, supplemented by four (4) years' experience in a management or supervisory capacity.

Miscellaneous:

Must possess and maintain a valid Florida Driver's license. Must not have been convicted or plead no contest to a felony. Must be able to be on-call during all shifts, weekends and holidays, as needed Knowledge, Skills and Abilities

Knowledge of advance investigative techniques with the ability to conduct and oversee investigations. Ability to probe and conduct research to obtain critical facts. Ability to use deductive reasoning and other problem-solving skills. Ability to prepare, review and/or edit reports for effectiveness, accuracy, completeness, logical flow, and clarity. Ability to plan, organize and coordinate work assignments, as well as make independent decisions. Ability to supervise, lead and motivate staff to work as an effective team. Ability to establish and maintain effective working relationships with others including the ability to resolve workplace conflicts respectfully and impartially. Ability to hold subordinates accountable to performance and workplace expectations and keep senior management well informed. Ability to communicate effectively, clearly, and succinctly both verbally and in writing. Must have proficiency in the use of Microsoft Office programs Sound working knowledge of the laws governing and prescribing the powers/authorities of a Correctional Officer Ability to gather evidence from a variety of sources, organize and analyze the evidence and draw fact-based conclusions. Ability to provide verbal and/or written testimony in court or in administrative proceedings. Must be willing to work with and have direct contact with incarcerated inmates, and offenders who are under community supervision. Physical Demand Requirements:
