About the Project

The U.S. Agency for International Development's (USAID's) Private Sector Engagement (PSE) Hub works to transform and modernize how USAID does development by institutionalizing USAID's PSE policy of deploying market solutions that address development and humanitarian challenges more sustainably and at scale. The PSE Hub works to facilitate the collaboration of the public and private sectors to spur greater development impact by leveraging each actor's unique resources, assets, and skill sets. About the Position

Dexis is seeking a

Technical Advisor

for Women's Economic Empowerment to work across a broad range of functions to support the Gender Equality and Women's Empowerment Hub's (GenDev's) Partnerships and Economic Growth Team, which focuses on a range of interventions to strategically increase women's economic empowerment in Agency programming, including in partnership with the private sector.

The Advisor will help to advance USAID's implementation of its Gender Equality and Women's Empowerment Policy, as well as other relevant policies such as the PSE Policy and Economic Growth and Trade Policy. This includes supporting the institutionalization of gender equality and women's economic empowerment and increasing PSE, including with non-traditional partners, throughout the Gender Equity and Equality Action (GEEA) Fund, GenDev portfolio, and Agency broadly.

The Advisor's primary portfolio focus would be on influencing key stakeholders around the Agency, including in USAID Washington and Missions, in ways that directly increase women's empowerment and gender equality impacts throughout USAID programming. This includes influencing the behavior of the private sector to increase economic growth through greater gender equality, and catalyzing private sector resources to support gender equality and women's economic empowerment across the majority of GenDev's technical sectors, such as economic growth, land, energy, and others. This position would serve as a key liaison between the GenDev Hub and economic growth stakeholders and will sit in the Partnerships and Economic Growth team, reporting to the GenDev Partnerships and Economic Growth Team Lead and Senior Advisor.

A competitive candidate for this position will have significant background and expertise in the technical subject matter and, while not required, experience with USAID programming.

The position will be based in Washington, D.C. working in USAID's headquarters office.

Responsibilities

Serve as one of GenDev's Points of Contact and support activity management of economic growth programs, including activities led directly by GenDev and programs led by other Operating Units and Missions. Lead GenDev's Partnerships and Economic Growth team's knowledge management systems, in close collaboration with GenDev's knowledge management advisor, including tracking technical assistance requests, communications materials, and clearances. Coordinate GenDev's Partnerships and Economic Growth team's annual Performance Plan and Report (PPR) process with GenDev MEL and respective USAID activity managers outside of GenDev and Implementing Partners for activities in the Partnerships and Economic Growth team's activity portfolio. Closely collaborate with key stakeholders around the Agency to build capacity, awareness and action around integration of women's economic empowerment in USAID strategies and programs, especially those focused on private sector engagement. Review USAID Missions' Country Development Cooperation Strategies and Regional Development Cooperation Strategies to identify Missions who are prioritizing private sector engagement, digital inclusion, energy, and trade and investment. Support the strategic coordination of GenDev's Partnerships and Economic Growth team's Mission engagement, including virtual and field visits and creating or updating communication materials, presentations and talking points that will be made during the trip, outreach to other USAID hubs, centers, and bureaus who might also be planning TDYs to the same country or region to streamline and maximize engagement and impact. Attend events and agency-wide webinars of relevance to the Partnerships and Economic Growth team, and keep the team updated on new and important information and requirements included in Agency announcements, providing analysis and read outs as needed. Provide support in the design and development of training modules and events. Provide technical assistance and support on GEEA-funded activities and gender equality across the GenDev portfolio. Aggregate, analyze, and report on PSE activities related to the GEEA Fund and other GenDev activities. Work with gender, economic growth, PSE and other relevant colleagues to identify innovative approaches in priority sectors, to collaborate with and support USAID gender equality and women's empowerment goals. Work with colleagues across the Agency to ensure that gender equality and WEE priorities and gender analysis are appropriately integrated in PSE activities across the GenDev and Partnerships and Economic Growth team portfolios and throughout the Agency. Work closely with the PSE Hub's Monitoring & Evaluation (M&E) Team to design, track, and support USAID CORs and AORs to report on metrics related to GenDev's GEEA Fund Team and Partnerships and Economic Growth Team. QUALIFICATIONS

Required

MS/MA (or higher) with 8 or more years of work experience, Bachelor's degree and 10 years of work experience, OR 15+ years equivalent relevant work experience in international development, business administration, social sciences, gender studies, or another similar discipline and/or demonstrated experience in international development, gender studies, social science, etc. Must have a minimum of 10 years of work experience in designing, managing, or implementing activities in economic growth, gender equality and women's economic empowerment, private sector engagement, and other relevant sectors. Must have strong technical skills in economic growth, gender equality, and women's economic empowerment. Must have demonstrated project management skills, proven ability to multi-task in a fast-paced, dynamic environment, attention to detail, and strong organizational skills Must have excellent verbal and written communication skills. Must be a U.S. citizen and have or be able to obtain a Facilities Access Clearance (FAC) or higher level security clearance. Preferred

Demonstrated expertise or experience in knowledge management. Ability to receive a FAC or Secret-level security clearance.

Min. Salary

$110,000-$130,000 USD
