The Community Development Commission (CDC) has requested a

department promotional

certification to fill a Community Development Assistant Manager position.

Only qualified permanent and/or probationary CDC employees on the eligible list may be eligible for referral to the department for the advertised position.

This position is in the Sonoma County CDC, which is a separate entity from the County of Sonoma, and not within the Sonoma County Civil Service System. Under the general direction of the Deputy Director of Community Development, the Community Development Assistant Manager is responsible for the administration of the Community Development Block Grant Program, the HOME program, Emergency Solutions Grant Program, and other related state and local grant programs. Responsibilities include: Preparing contracts, monitoring contract compliance, and recommending approval of progress payments and acceptance of completed projects. Ensuring all federal, state, and local reports are prepared and submitted pursuant to regulatory requirements. Coordinating and implementing the Housing Element programs including the Affirmatively Furthering Fair Housing plan. Coordinating with other county departments on relevant project planning and implementation. Assisting in communicating and scheduling meetings with community organizations. Supervising mid-level and line-level staff in performing work for programs listed above. Monitoring program expenditures for compliance. Assisting in the preparation of the community development division budget. Representing the division at governmental hearings and public meetings as needed. Creating and maintaining good working relationships with local cities, regional programs, federal program funders, and non-profit partners. Assisting in negotiating and monitoring service agreements to provide professional services to incorporated cities in Sonoma County. This position requires primarily desk work. The employee may be approved to telecommute for some portion of the work hours but is expected to work in the Commission office two or more days per week. Evening and some weekend hours may be required periodically to attend meetings. The ideal candidate will possess: Prior experience administering federal, state, and local funds. Working knowledge of Community Development Block Grant Program, HOME Program, Emergency Solutions Grant Program, and local low-income housing programs. Working knowledge of principles of housing finance. Knowledge of management techniques and practices. Experience administering program budgets. The ability to understand and interpret statutes and regulations related to housing and community development programs. The ability to make oral and written presentations to groups and organizations. Strong Microsoft Word and Excel skills. Excellent writing skills. Strong analytic and problem-solving skills, and contract negotiation skills. Any combination of work experience and education which can clearly demonstrate possession of the knowledge and abilities listed above. Normally, three years of full-time experience as a Specialist in a county community development department and two years supervisory experience would provide such opportunity. License:

Possession of a valid driver's license at the appropriate level including necessary special endorsements, as required by the State of California to perform the essential job functions of the position. Knowledge, Skills, and Abilities: Thorough knowledge of:

Community Development Block Grant Program, HOME Program, Emergency Shelter Grant Program, Continuum of Care programs, and local low-income housing development programs; principles of housing finance; management techniques and practices; preparation of program budgets; and English grammar, vocabulary, spelling, punctuation, and composition. Ability to:

evaluate housing program effectiveness and cost benefits; understand and interpret statutes and regulations related to housing and community development programs; plan and direct the work of others; establish and maintain harmonious and effective working relationships with the public, other employees, and other governmental agencies; make oral and written presentations to groups and organizations of various sizes; and use computerized equipment.
