Serves as a senior specialist in performing the full range and variety of work in the area of purchasing and specification development including the regular assignment of highly technical and complex purchases; formulates proposals, specifications, and bid contracts; researches and prepares appropriate specifications, determines best bid in a fair and equitable manner; recommends award; and performs other related duties as required.
Distinguishing Characteristics:
This class reflects the senior specialist engaged in conducting purchasing whose majority of assignments consist of highly technical and complex purchases. The scope of work may include advising lower level specialists in unusual or highly technical or rarely used purchasing techniques and may assist in supervising lower level specialists. Examples of Duties

Conducts complex and difficult purchases the majority of time; discusses requirements, specifications and alternatives with users; develops product knowledge of highly technical/complex purchases; identifies product characteristics and analyzes their significance; evaluates products; determines the type of specification most appropriate for each purchasing requirement; prepares specifications for formally advertised bids; determines fair and equitable method of evaluating bids; incorporates special, highly technical or unusual requirements regarding bidder qualifications; determines acceptability of bids, identifies lowest responsible bidder, recommends award; resolves contract administration problems; prepares reports and correspondence, explains purchasing statutes, policies and procedures; may train, guide, or provide advice to lower level specialists. Minimum Qualification Requirements
Training and Experience: (1) Graduation from an accredited college or university with a major in purchasing, public or business administration or a related field and two and one-half years of progressively responsible professional experience in technical purchasing field involving the work with users and vendors in identifying, clarifying, and specifying requirements of products, the drafting and/or updating of specifications for formal bids; or (2) any equivalent combination of training and experience.
Knowledge of: report writing; research and statistical methods and techniques; appropriate purchasing specifications for differing purchasing requirements; various bid evaluation methods; market conditions and trends of assigned commodities and services; sources of supply and information for a wide variety of commodities and services; in addition, a thorough knowledge of government purchasing statutes, rules policies and procedures;.
Ability to: develop specifications for the most complex purchasing actions; conduct highly complex studies; develop purchasing policies, procedures, and guidelines.
Health and Physical Condition:
Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties.
