INTRODUCTION:
Provides expert level in implementation, troubleshooting, training and education support of NextGens's EHR, EPM, EDR, File Maintenance, DM, and ancillary module solutions. The IT Applications System Analyst is responsible for working with IT, clinic staff, Providers, Specialists and multiple Modalities to implement and maintain NextGen systems. (Responsible for validating and submitting Indian Health Service required data to I.H.S. reporting systems.).
DUTIES: Responsible for the employee and multi-specialty provider training and support for all NextGen clinical EHR, EDR, and EPM system implementation projects. This includes designing and customizing training content and materials. Trainings could be to a large group or to individuals. Responsible for EHR/EPM/EDR and other NextGen module training for new employees. Participation and coordination with IT to evaluate workflows and ensure all NextGen systems are used efficiently and the system is used to capacity. Monitor and ensure data integrity and quality assurance. Ensure clinical data to be exported to Indian Health Service (IHS) complies with IHS requirements; maintain EHR tables in line with latest IHS tables; monitor patient demographics for accurate IHS coding; inform staff and management of IHS changes in reporting; assist in IHS reporting and tracking of critical Tribal statistics. Provide support to end users, troubleshoot issues and identify training opportunities. Manage help desk tickets for NextGen related technical issues and assist IT staff as needed with other clinical programs. Follow vendor provided procedures and schedules for the maintenance and upgrade to the NextGen products and related clinical technologies. Template maintenance, development and testing. Perform user access audits on clinical systems as required. Responsible for data mining/reporting, including assisting in the development and testing of various reports as needed by multiple departments. Administration of EHR/EPM including but is not limited to, adding users, database security, analyzing and evaluating data, designing queries, importing/exporting data, rebuilding files and indexes, troubleshooting and problem resolution, installing patches and upgrades, and data conversion. Develops and implements effective database and applications policies and procedures. Coordinates and executes operational goals with IT and ensures that Clinic databases and application needs are complemented and supported. Coordinates and schedules all database and related application requests and operations. Creates and follows schedule to ensure routine updates of various file maintenance libraries. Maintains strict confidentiality of all information encountered while performing daily tasks. Researches, identifies and selects new service or equipment providers as required. Expectation of attending training and other Webex/webinar sessions that are assigned for the current project to be up to speed with current knowledge. Provide follow up and training with staff according to the information that has been reviewed based on the current project. Provide updates on current project to Administration on an ongoing basis. Serves as a member of clinic Planning/QI team. Works with all departments to provide requested data needed to perform ongoing quality improvement studies. ADDITIONAL FUNCTIONS:
Performs and assists with complex databases and applications functions as required. Successful completion of special projects as assigned. Serves as Implementation and Training expert for Clinic projects to include assisting in preparation of specifications, bidding processes, pre-bid meeting coordination and final selection of contractors. Produces reports, statistics and other desired information for strategic planning and budgeting purposes. This includes producing quarterly and year-end reports for Tribal Council. Participate in NextGen THNC (Tribal Health NextGen Consortium). This group is dedicated to improving NextGen functionality in Tribal Health facilities. SUPERVISORY CONTROLS:
This position is under the supervision of the Assistant Health Director who evaluates performance, based on overall results achieved with approval of leave coordinated with the Health Director. Although the supervisors may make assignments in the form of special requests or projects, day-to-day activities are self-generated based on the goals set. Supervisor is kept apprised of problems, progress, and official reports. GUIDELINES:
Guidance is provided in the form of CTSI and Health Department policies and procedures, IHS manuals and training, NextGen manuals and goals set by the Health Department Planning/QI Committee. COMPLEXITY:
The work involves responsibility for providing leadership and direction, or, in some assignments, accomplishing, the establishment, development, execution and evaluation of NextGen application packages regarding clinical information; the effective integration and coordination of these programs and services with all other Health Department programs; and participates in making decisions and taking action related to the management of the Clinic. Incumbent must consider the cultural characteristics and health care needs of the tribal population(s) served. SCOPE AND EFFECT:
The purpose of the work is to provide a framework within which the computerized patient record or electronic health record is appropriately integrated with the other Health Department programs and services. The purpose is also to serve as a trainer and liaison to assure the effective use of resources in accomplishment of quality health care delivery systems. The work affects the overall effectiveness of the health care delivery system within the Health Department and affects the cooperation and support provided to the Health Department by higher management levels. All these factors in turn have a direct impact on the quality of health care services provided to the American Indian/Alaskan Native population served. CONTACTS:
Contacts are with tribal staff, health care providers, SCHC patients, Indian Health Services staff, NextGen Support staff, technical support staff for the various other software interfaces, and other community health partners to coordinate exchange of electronic medical records. The contacts with the tribal or local groups are of an extremely sensitive nature a majority of the time and require immense tact and diplomacy to assure the establishment and maintenance of positive cooperative relationships. PURPOSE OF CONTACTS:
The purpose of the contacts with individuals and groups within the Clinic are to obtain and/or provide advice, train, guidance, information, reports, direction, etc. The purpose of contacts outside the Clinic are to obtain and/or provide information, defend decisions and/or actions taken, and engage in problem resolution, answer questions, address issues, and situations that have a significant impact on patient care. PHYSICAL DEMANDS:
Requires working with fingers rather than the whole hand or arm. Requires repetitive movement of the wrists, hands and/or fingers. Often requires walking or moving about to accomplish tasks. Occasionally requires standing and/or sitting for sustained periods of time. Occasionally requires raising objects from a lower to a higher position or moving objects horizontally. Occasionally requires stooping which entail the use of the lower extremities and back muscles. Infrequently requires crouching. Bachelor's degree in Computer Science, Information Systems or related field, and a Minimum of five (5) years' experience in healthcare system implementation and support in a large multispecialty health care system, OR an equivalent combination of education, training and experience required. Two years working in a clinic environment preferred.
Knowledge of:
Microsoft SQL, MCP, MCSE or other vendor certifications or demonstrated knowledge and experience in SQL database administration (preferred). Basic technical level knowledge of Local Area Networks and protocols required. Must possess strong analytical and problem solving skills for troubleshooting complex issues and diverse software/hardware problems. Current Windows operating systems, Microsoft office, and network printers. Microsoft Office applications especially an intermediate to advanced knowledge of Excel. MOS (Microsoft Office Specialist) certification a plus. Experience in:
NextGen applications are required. Current NextGen Certification preferred and required within 12 months of hire. Working in ambulatory clinic setting.
