BUYER I-BC41100 PURCHASING
PRIMARY SUMMARY: The Buyer I is responsible for ensuring all required actions and or services, prior to and after purchase order, are completed timely to support production needs through application of purchasing management and negotiation.
ESSENTIAL DUTIES AND RESPONSIBILITIES To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. • Search and provide competitive bids from approved suppliers • Must understand demand logic, item parameters, pricing/cost, contract negotiation, and respond to buy messages • Ensure accuracy and completeness of requisitions, monitor on-time delivery or supplier payment function for the procurement of commodities necessary for company operations • Manage and execute operations/productions purchase order requests- purchases will include, but not limited to, machinery, equipment, tools, parts, supplies, services necessary for the operation of an establishment, or raw or semi-finished materials for manufacturing • Purchase the highest quality merchandise at the lowest possible price and in correct amounts • Review and execute action messages to purchase order for raw material based on MRP requirements by comparing current inventory against future or demands • Outsource subcontract work to approved vendors based on MRP requirements or specific production / planning requirement by comparing internal production demand and capacity • Prepare purchase orders, solicit bid proposals and review requisitions for goods and services • Research and evaluate suppliers based on price, quality, selection, service, support, availability, reliability, production and distribution capabilities, and the supplier's reputation and history • Purchases parts, equipment, and materials or other Maintenance, Repairs, by preparing request for quotations and submitting purchase orders with approved suppliers • Issue purchase orders and agreements that accurately reflect price, schedule, terms, and conditions as negotiated with suppliers • Maintains accurate lead times for assigned commodities • Analyze price proposals, financial reports, and other data and information to determine reasonable prices • Monitor and follow applicable laws and regulations • Negotiate, or renegotiate, and administer contracts with suppliers, vendors, and other representatives • Participate in continuous improvement activities and provides suggestions for improved efficiency • Monitor shipments to ensure that goods come in on time, and in the event of problems trace shipments and follow up undelivered goods • Resolve shipment quality discrepancies by mediating supplier/manufacturing issues • Facilitate the resolution of issues by arranging and participating in conferences between suppliers and company team members • Confer with staff, users, and vendors to discuss defective or unacceptable goods or services and determine corrective actions • Evaluate and monitor contract performance to ensure compliance with contractual obligations and to determine need for changes • Maintain and review computerized or manual records of items purchased, costs, delivery, product performance, and inventories • Mediate payment reconciliation (quantity and price variance, past dues, etc.) • Perform record keeping, data entry, housekeeping, and follow safety regulations • Participate in occasional vendor site visits • All employees are responsible for complying with the rules and regulations set forth by Federal, Local, and State government, LISI Aerospace, and HSE Procedures • All employees are responsible for attending all training provided and for adhering to all HSE procedures, policies, and plans, conforming to reporting requirements, and safe operating procedures at all times. • All employees are required to bring any known or suspected nonconformance for all company procedures or legal requirements to management's attention immediately • Continually seek opportunities to improve our HSE performance by establishing objectives and targets, measuring progress, and reporting our results
