Summary The incumbent will support ST's CLO as the Chief of its Product Design & Development Division (PDD). The PDD Chief supervises teams of IT Specialists, Instructional Systems Specialists, and Visual Information Specialists to design, develop, deliver, and evaluate a wide variety of training products and services. They will support measurement and reporting on production efficiency and will also research new instructional technologies and assess and report on viability of use. Responsibilities As a SUPERVISORY IT SPECIALIST (PROJMGT) you will be responsible for the following duties: Support the use of technology systems ST uses to provide security training, to include: unclassified and classified systems focused towards the general public, controlled groups, and internal DCSA personnel. Provide support for the use of state-of-the-art systems and tools in the distribution of information and associated collaboration. Stay current on emerging distance learning technology. Represent ST at professional events, and participates in meetings and conferences at Federal and private organizations relating to educational technology training. Provide research and recommendations on the technologies and technology integration to members of ST to support tactical and strategic plans. Oversee the development of cost/benefit and return-on-investment studies for training design and development. Oversee teams that provide instructional design, course development, and AV production/VTC services. Applicants must have IT-related experience demonstrating each of the four competencies below, per the OPM qualification standards link above. Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Experience utilizing current distance learning, technology-based training development methodologies and technologies; Expertise in using web- and internet-technology-based systems; and Experience researching and recommending technology integration to support tactical and strategic plans. Specifically you will be evaluated on the following competencies: 1. Web Technology: Knowledge of the principles and methods of web technologies, tools, and delivery systems, including web security, privacy policy practices, and user interface issues. 2. Information Resources Management (IRM): "Develop or implement strategy and plans for utilization, tracking and management of information resources (such as personnel, equipment, funds, and Information Technology) in order to enable organizational and enterprise missions. 3. Application Software: Application Software-design, documentation, development, modification, testing, installation, implementation, vulnerability management and support of new or existing applications software. 4.Strategic Thinking: Formulates objectives and priorities and implements plans consistent with the long-term interests of the organization in a global environment that takes into consideration the environment, resources, capabilities, constraints, and organization goals and values. Capitalizes on opportunities and manages risks and contingencies, recognizing the implications for the organization and stakeholders. 5. Creativity and Innovation: Develops new insights into situations; questions conventional approaches; encourages new ideas and innovations; designs and implements new or cutting-edge programs/processes. 6. Decision Making: Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change. 7. Vision: Understands where the organization is headed and how to make a contribution; takes a long-term view and recognizes opportunities to help the organization accomplish its objectives or move toward the vision. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
