IT Project Manager
Job Description
We are looking for a Project Manager to oversee day-to-day contract activities, ensuring deliverables are met on time, within budget, and to the required quality standards. This role involves managing contractor resources, maintaining compliance with agency guidelines, and providing regular updates and reports to the COR. The Project Manager will play a key role in electronic records management, document processing, quality assurance, risk management, and coordination with the COR to facilitate smooth project execution.
Key Responsibilities: Electronic Records Management and Document Processing: Develop, implement, and manage systems for electronic records management to ensure compliance with government standards. Oversee the processing, storage, retrieval, and archiving of electronic records in line with agency-specific guidelines. Monitor document workflows and ensure timely processing and accurate recordkeeping of all project-related materials. Ensure compliance with records retention policies and guidelines, maintaining security and confidentiality. Lead initiatives to digitize physical records and ensure seamless integration into electronic systems.
Project Management: Supervise and manage the performance of both prime and subcontractor resources, ensuring they meet the contract requirements and performance standards. Ensure that all deliverables and work products are completed and delivered according to the established due dates. Maintain a team of qualified and capable resources to meet the project requirements effectively. Ensure all contractor staff adhere to guidelines and standards. Promptly inform the COR of any potential delays or issues as soon as they are identified. Implement and manage quality assurance activities to ensure that all services meet the Performance Work Statement (PWS) quality requirements, and are delivered timely and within budget. Review, update, and distribute documents and reports, ensuring they are accurate, clear, and free of defects.
Coordination and Communication: Actively participate in meetings with government stakeholders, prepared to report on the status and progress of tasks outlined in the PWS. Provide effective management, direction, administration, and leadership to ensure successful execution of contract services. Accurately transcribe, create, update, and distribute meeting minutes as per the delivery schedule. Collaborate with the COR to ensure timely and accurate submission of background investigation documents. Assist the COR in conducting, completing, and tracking required annual training for staff. Identify potential risks or issues, and promptly communicate them to the COR and other PMs. Ensure that the COR is informed of any situations that could negatively impact contractor performance or cause schedule delays, including dependencies on external information.
Experience:
Minimum of 10 years of experience in project management, with a demonstrated track record of managing complex projects in a government contracting environment, preferably in
electronic records management, document processing, and Information Technology. Skills:
Strong leadership and team management abilities. Excellent communication and interpersonal skills. Proficiency in project management tools and software. Ability to work under pressure and handle multiple tasks simultaneously. Strong problem-solving and decision-making skills. Detail-oriented with strong organizational skills. Knowledge:
Familiarity with OPM, Treasury, and IRS guidelines and standards. Understanding of electronic records management systems, tools, and best practices. Knowledge of quality assurance principles and practices in records and document management. Experience in managing risks and issues in a project environment. Education:
Bachelor's degree in business administration and management, information systems, or a related field. Certification:
Must have PMP certification.
Work Environment:
This position may require occasional travel to client sites or other locations as needed.
