Summary DCSA's International and Special Programs Office is seeking a highly motivated individual with a well-rounded security background in all aspects of security with a focus on the National Industrial Security Program (NISP). Incumbent is responsible for facilitating DCSA's international responsibilities regarding cleared U.S. Industry involvement with foreign governments, foreign contractors and NATO on behalf of the Designated Security Authority. Come be a part of America's Gatekeeper Team Responsibilities As a INDUSTRIAL SECURITY SPECIALIST you will be responsible for the following duties: As a National Industrial Security Program (NISP) subject matter expert, provide advice to agency senior leaders for all NISP matters relating to Special Access Programs, NATO and International Security Programs. Support field security vulnerability assessments of foreign industrial security programs, participate in the oversight of cleared freight forwarders and process outgoing visit requests for cleared US industry employees. Process SAP access nominations and conduct revalidation's, administer initial and annual training for agency personnel, conduct access briefings and debriefings, and coordinate actions with field personnel and Program Security Officers. Evaluate and facilitate cleared industry transportation and hand-carry plans, verify foreign Facility Security Clearances (FSC), and process requests for Limited Access Authorizations (LAA). Assist with developing recommended goals and objectives for the division, where emphasis should be placed, and how best to utilize resources, including realignments to address shortfalls or to satisfy priority needs, and implement when approved. Represents the agency on assigned working groups and on other committees, conferences, and meetings. Research subject matter; conduct analysis; produce documents and perform other duties as assigned. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/ GG-12) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Providing advice to agency senior leaders as a subject matter expert for all matters relating to international security programs to include North Atlantic Treaty Organization requirements (NATO) as well as Special Access Programs (SAP); Applying all aspects of International and SAP security to include principles contained in the National Industrial Security Program Operating Manual (NISPOM) and SAP security directives, instructions, manuals and NATO regulations; Developing security principles with special emphasis in the area of government security oversight at industrial locations. Security- Knowledge of the laws, regulations, and guidelines related to securing personnel, facilities, and information, including the requirements for handling, transporting, and protecting classified information and proper reporting of security incidents. 6. Technical Competence- Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
