Position Description

USAID's Bureau for Humanitarian Assistance (USAID/BHA) is the lead federal coordinator for international disaster assistance. USAID/BHA provides and coordinates U.S. Government (USG) international humanitarian assistance to save lives, alleviate human suffering, and reduce the physical, social, and economic impact of rapid and slow-onset disasters by helping people in need become more resilient to future crises. Team Credence, through the Bureau for Humanitarian Assistance Support Contract (BHASC), provides operational and administrative support to provide and coordinate humanitarian assistance and maintain 24/7 response capability.
The Roving Outreach Coordinator supports USAID/BHA's humanitarian response efforts by serving on USAID/BHA Response Management Teams (RMTs) in Washington, D.C., and/or overseas Disaster Assistance Response Teams (DARTs). The Roving Outreach Coordinator supports engagement with external stakeholders, including the USG inter-agency, the USAID intra-agency, international donors, foreign governments, UN agencies, NGOs, regional and international organizations, partner associations, the private sector, diaspora communities, and the general public. When activated on a response, day-to-day work assignments and oversight will be provided by the Deputy Manager for Coordination (DMC) on an RMT or Deputy Lead for Coordination on a DART.
The Roving Outreach Coordinator will be embedded in the Global Capacity and Leadership (GCLD) Division within BHA's Office of Global Policy, Partnerships, Programs and Communications (G3PC), with direction and oversight provided by the Response Coordination and Readiness (RCR) Team Lead. When not activated on a DART or RMT, the Roving Outreach Coordinator will support G3PC's readiness, resources, and operational capacity to deliver lifesaving assistance and to ensure effective coordination during a response, including through training and mentorship of response staff. Formal supervisory and evaluation functions are performed by a Team Credence Performance & Development Manager, as this role serves as an Institutional Support Contractor to USAID/BHA under the BHASC.

Salary Range:
$116,000 - $118,500 a year with the starting salary determined based on candidate's knowledge, skills, experience, and education. Clearance:
Ability to obtain and maintain a Secret level clearance; Active Secret clearance preferred (US citizenship required.)
Responsibilities
The Outreach Coordinator will:
• Work as part of the RCR Team under the direction of the Team Lead or the Division Chief in the TL's absence. • Serve as Roving Outreach Coordinator supporting the humanitarian coordination needs of USAID/BHA Response Management Teams (RMTs) in Washington, D.C., and/or overseas Disaster Assistance Response Teams (DARTs). Maintain travel readiness and be able to deploy on DARTs with relatively short notice. Assignments will be prioritized by the RCR Team Lead in consultation with the ORC. • Develop expert-level proficiency in BHA's response management systems and the duties and responsibilities of the coordination section on RMTs and DARTs. • As Roving Outreach Coordinator, support the Deputy Manager for Coordination (DMC) or Deputy Leader for Coordination (DLC) in strategic external engagement with USG and non-USG stakeholders. • Support the DMC and DLC in the coordination, drafting and dissemination of written products, including briefers, talking points, and responses to Questions for the Record. • Maintain a comprehensive understanding of the overall response, including programming, operations, and any associated challenges. • Proactively address any coordination challenges and share concerns with the DART and RMT for higher level attention. • Coordinate special events hosted by the RMT, DART, or BHA, including high-level events with senior USAID representation and provide support to external stakeholder events, meetings, and calls, as required. • Coordinate BHA's donations information program and engagement with diaspora communities. Serve as a point of contact for external stakeholders and distill and provide publicly available information to the public in response to inquiries. • Increase BHA's capacity to staff Coordination Section positions on responses by acting as a mentor to BHA staff serving as Outreach Coordinators on responses. • When not activated on response, support the work of the RCR Team to fulfill the office's Responsible Unit (RU) duties, including managing G3PC's on-call roster and response staffing; routing response nominations via USAID/BHA's Personnel, Experience, Training, Equipment and Readiness (PETER) system; and supporting/tracking Position Task Book (PTB) implementation. • Perform other duties as assigned by the DMC/DLC or RCR Team lead.
