ECS is seeking a Data Analyst to work in our Fairfax, VA office.
ECS is seeking talented professionals to join our successful and growing team in building the next-generation Continuous Diagnostics and Mitigation (CDM) Cyber data solution. The CDM Program is the Cybersecurity and Infrastructure Security Agency's (CISA) dynamic approach to strengthening the cybersecurity of Federal networks and systems through better awareness and visibility into their security posture and cyber threats. ECS is responsible for designing, building, deploying, operating, and maintaining a complete 'Data Services' solution which includes the collection, normalization, visualization, and sharing of cyber data from more than 100 Federal agencies. The CDM Data Services product is an integrated suite of multiple Commercial Off the Shelf (COTS) products, software configuration packages, and custom code which work together to operate as an integrated solution tailored to meet Department of Homeland Security (DHS) requirements.

This candidate will serve as a key point of contact in managing data target and data quality aspects of the CDM Data Services - BETSIE Program. Successful candidates will have excellent communication skills and will interact with stakeholders spanning multiple Agile teams, program leadership, and customer representatives. All parties have an interest in understanding and/or implementing the data model with quality in mind. Successful candidates will have an intermediate understanding of data modeling concepts and be able to perform impact analysis on change requests, respond to queries, and facilitate independent analysis efforts. Furthermore, the successful candidate will serve as the liaison for the customer's data quality efforts, participating in regular meetings, representing the CDM Data Services - BETSIE program, and supporting the requirements gathering process.

Specific Duties Include:
- Ensuring technical and performance objectives related to data collection, processing, and analysis.
- Design and deliver reporting and analytics solutions independently and in collaboration with stakeholders, ensuring alignment with program objectives.
- Collaborate with cross-functional teams to gather and understand data requirements, identify pain points, and opportunities for improved data visualization and interaction.
- Respond to ad hoc data requests, troubleshoot issues, and provide user education on reports and dashboards.
- Create, test, and demo reports and dashboards, actively seeking feedback to refine and enhance user experiences.
- Improve data quality and program metrics by developing appropriate documentation, automating data extraction, and generating visual reports.
- Monitor and analyze system performance metrics, identifying trends or anomalies and reporting findings regularly.
- Research, build and implement new reporting and analytics features.
- Perform other duties as needed to support the program's success.
- US citizenship per contract with ability to obtain Public Trust Suitability.
- At least three years of experience analyzing customer data requirements and prescribing and implementing solutions to meet those requirements.
Must have prior experience working on data models:
- Developing and documenting data models
- Adhering to data modeling standards
- Interpreting data model intent
- Managing the change process for data models
- Serve as the SME supporting data modeling efforts
Must have an excellent understanding of:
- UML standards and knowledge of entities, attributes, relationships on an ERD
- Database management systems (i.e. relational, non-relational)
- Understanding of data normalization processes
- Knowledge of Federal Cybersecurity and Federal Cybersecurity and Risk Management Policies and practices, including: FISMA; NIST 800-37, 800-53, 800-30, 800-39; NISTIR 8286 Series, and FedRAMP.
- Experience creating and maintaining Data Dictionaries and/or Data Catalogs to describe data inventories and schemas to help users understand, locate, and utilize data within the system.
- Knowledge of data transformation processes and experience documenting and maintaining data lineage, esp. traceability of transformed data to source data.
- Experience utilizing data cataloging and governance tools, esp. Alation and Collibra to help organizations improve data management, collaboration, and governance.
- Experience automating assessment of data quality.
