The Deputy Chief of Operations provides leadership, direction, management, coordination, evaluation, and mentorship of the overall operational functions of the Territory and its personnel. In performing the various functions of the position, the Deputy Chief must interact with members from all divisions and levels of the Territory and members of the community.
The Deputy Chief must be able to direct, coordinate, and/or manage complex operations, analyze challenges quickly, and take action under stress.
The Deputy Chief may sometimes be required to read and analyze technical literature, write and edit materials for multiple purposes, handle complex public and territory contacts, and deliver lectures. As determined by specific circumstances, the manner of interaction will range from supervisor to subordinate, instructor to student, and information source to problem solver.
The Deputy Chief shall encourage group input and participation in meetings, training, and delegation of projects and tasks as appropriate.
The Deputy Chief must possess skills in emergency scene management and personnel leadership.
The Deputy Chief should know the areas of general administration and budgets.
The Deputy Chief must possess scheduling flexibility. It will be required at times to attend meetings, training sessions, and any other after-hours situations that may arise where a senior chief officer may be needed.
The Deputy Chief must know and comply with Brownsburg Fire Territory policies, procedures, and operating guidelines, as well as local, state, and federal laws affecting employment practices, budgeting, and funding.
The Deputy Chief is required to be available for emergency responses and unanticipated difficulties outside of regular business hours. Transportation will be provided as part of the on-call function, as a response may be necessary at any incident.
The Deputy Chief of Operations is appointed and removed by the Fire Chief and serves at their discretion. This position may additionally serve as a shift commander.
DUTIES & RESPONSIBILITIES
The following duties are general guidelines for this position; other duties may be assigned:
The Deputy Chief of Operations oversees communications, training, apparatus replacement in fire stations, ISO and emergency medical services, and other operational items, which include operating guidelines.
The Deputy Chief assists with overall direction and control of the Territory.
The Deputy Chief will maintain a comprehensive system of services to assure response readiness of emergency apparatus and personnel, maximize the life expectancy of Territory apparatus, and protect taxpayer investment in the Territory's material resources.
The Deputy Chief provides forecasting and planning for expansion and growth needs to accommodate the development of the Territory.
The Deputy Chief must maintain the Territory's accepted level of physical fitness as required and described by Territory policy.
ESSENTIAL DUTIES
Develop attainable goals and objectives within the areas supporting the Territory mission's achievement.
Supervises personnel as outlined in the Territory's organizational chart.
Coordinates with those areas of responsibilities on budgeting.
Prioritizes projects and resources as necessary to achieve the Town's mission.
Continually evaluates outcomes of plans and projects and modifies as appropriate.
Oversees promoting, training, and operational risk management.
Review training required overnight or out-of-state travel with the training chief.
Assists in planning, organizing, and coordinating Territory special events as needed.
Assists in the development of policies, procedures, and programs.
Assists in responses to significant incidents and performs in either command or support functions.
Assists in preparing annual reports, news releases, correspondence, and memos.
Supervises the day-to-day operations of fire suppression, hazardous materials remediation, technical rescues, emergency medical services, and daily training activities for personnel.
Is third in command and fills in as the Fire Chief after the Deputy Chief of Administration.
Responsible for any other administrative duties as assigned by the Fire Chief.
SUPERVISORY RESPONSIBILITIES
The Deputy Chief of Operations acts as the Operation Chief, which includes supervision of personnel outlined in the Territory's organizational chart. Responsibilities may include training employees, planning, scheduling, assigning, and directing work, performance evaluations, disciplining employees, addressing complaints, and resolving problems.
QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily and must maintain regular attendance. Must have good people skills and work ethic. The ability to work through obstacles to achieve solutions to tasks and the ability to convey the mission of the organization to territory personnel and the general public. Must possess the ability to serve as a role model by consistently displaying exemplary leadership through actions and example.
EDUCATION &/OR EXPERIENCE
The following requirements must be obtained before being considered for the position of Deputy Chief of Operations for the Brownsburg Fire Territory and maintained at all times while holding the position:
High School Diploma or General Education Degree (G.E.D.)
Effective communication skills, both written and verbal.
Ten (10) years firefighting experience in a full-time department.
NFPA Fire Officer II
NFPA Instructor I
Within one (1) year of appointment, shall successfully complete and receive NFPA Fire Officer III certification.
Fire Investigator I (preferred, but not required).
Fire Inspector I (preferred, but not required).
NFPA Hazardous Materials Operations Level (Technician Level is preferred).
Technical rescue experience in various areas.
NIMS 100, 200, 300, 400, 700, and 800
Indiana State Certified EMT or Paramedic.
Incident Safety Officer
Maintain EMT or Paramedic affiliation with supervising hospital throughout employment.
Any equivalent combination of experience and training stated above, which provides the required knowledge, skills and abilities.
LANGUAGE SKILLS
Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to communicate effectively with good written and verbal skills.
MATHEMATICAL SKILLS
Ability to apply basic math concepts into practical situations.
REASONING ABILITY
Ability to define problems, collect data, establish facts and draw valid conclusions.
