The TxDOT Rail Division is looking for a visionary and energetic Transportation Engineer IV based in Austin to oversee the engineering for all rail letting projects. Although the position promises to bring a variety of challenges and time commitments, the rewards in delivering needed projects to the state in an expedited manor can be seen by the traveling public. Position Description
Performs highly advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.
Essential Duties:
• Acts in an advisory capacity on administrative, technical, regulatory, and engineering aspects of transportation.
• Develops, recommends, and implements (innovation) modifications as necessary to benefit both TxDOT districts and the railroad, continually improving processes, and effectively executing agreements for letting.
• Utilizes project management principles in initiating, planning, executing, monitoring, controlling, and closing for complex transportation projects.
• Analyzes and recommends processes to reduce the back and forth between the districts and the railroads.
• Interprets standards, rules, methods, procedures, practices, and policies related to railroad engineering and contract templates.
• Reviews and signs off on plans sets received by district rail coordinators.
• Develops and reviews engineering related agreements, documents, correspondence, and reports.
• Assesses and reports actual project progress versus planned progress to determine trends and variances for complex projects.
• Analyzes schedule trends, determines risks and recommends options to management for corrective action for highly complex projects.
• Assists district rail coordinators with establishing achievable schedule baselines for highly complex projects.
• Oversee the rail division's TRIMS data integration into the enterprise platform.
• Manages the TRIMS contract and PEPS work authorizations for assigned engineering projects.
• Monitors contract performance, evaluates contract deliverables, reviews billing documentation, monitors the consultant's compliance with the terms of the contract, and/or prepares and delivers a written evaluation of the consultant's performance for assigned PEPS projects.
• Interprets laws, rules, and regulations pertaining to professional services contracting to ensure compliance with Department and governmental regulations.
• Provides engineering support for districts in project development.
• Represents the section in internal TxDOT district railroad meeting and external railroad meetings.
• Leads/trains/mentors professional staff in engineering and railroad related functions.
• Develops TxDOT training materials or videos regarding railroads' changing requirements (twice a year).
• Reviews literature, technical data, material specifications and procedures.
• Create and maintain Standard Operating Procedures.
• Acts as open records request manager.
• Acts as the records retention coordinator.
• Makes presentations and represents TxDOT.
• Drives/travels to project/work locations to make on-site engineering reviews and visits as needed.
• Performs other job responsibilities as assigned.
Minimum Qualifications:
Education: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.
Experience: 7 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by full time or prorated part time equivalent). Position Description
