The Employment Development Department is seeking a highly skilled and motivated individual to join our team as a Sr. Accounting Officer Specialist (SAO Specialist). Under the general direction of the Tax Administrator I/II, you will play a pivotal role in performing challenging professional program accounting work and complex monetary eligibility determinations and adjustments related to Claims Processing and Benefit Payment Control activities. Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Professional accounting experience in a governmental or private setting, with at least one year of reporting and analyses of accounts, records, funds and financial operations of the entity.

Statement of Qualifications Requirements

A Statement of Qualification (SOQ) is REQUIRED and must be submitted with your Employment Application (STD. 678). Applications received without an appropriate SOQ based on the instructions below will be rejected for being incomplete and will not be considered. Resumes, cover letters, and other documents will not be considered as a response to the SOQ. The SOQ serves as documentation of each candidate's ability to present information clearly and concisely in writing and must be typed, not more than two pages in length, must include the applicant name, email, and phone number in the header, and must clearly address the following questions with the responses in numbered format:

1. What work have you done that would prepare you to analyze data, provide valuable insights, and contribute to the improvement of an Unemployment Insurance (UI) program or process?

2. Describe what Microsoft Office applications you have used. Please include the following:

a. Examples of any worksheets and documents you may have created and what they were used for.

b. Examples of the most advanced Microsoft Excel functionalities you have used when creating the documents and spreadsheets.

c. Examples of how you have used an Access database, run queries or generated reports.

d. Examples of the most advanced functionality you have used for all MS Office applications.

3. Can you describe a time when you were asked to review data, results, or a form template created by another team, like an IT or technical team? How did you approach the review to ensure everything was accurate and met expectations? If you were in a lead role, explain how you guided other team members on what needed to be done and how to achieve the final results.

Background Investigation Requirement

The position(s) may require an applicant to pass a background investigation. However, applicants will not be asked to provide information about a conviction history unless they receive a conditional offer of employment.

The department will make an individualized assessment of whether the conviction history has a direct or adverse relationship with the specific duties of the job and the work performed by the department. The department will consider potential mitigating factors, including, but not limited to, evidence and extent of rehabilitation, recency, nature and seriousness, and age at the time of the offense(s).

The investigation will consist of completion of a personal history statement and fingerprinting checks with the Federal Bureau of Investigation, Department of Justice, and/or local law enforcement agencies. Anyone failing to pass the background investigation will be provided information on how to appeal the process. A criminal conviction may not result in an automatic determination of "Not Qualified."
