Summary This position is part of the Department of Energy, Office of the Chief Information Officer, Office of the Deputy CIO for Architecture, Engineering, Technology and Innovation, Enterprise Strategy and Architecture Office. As a Supervisory IT Specialist (ENTARCH), you will provide leadership and management for the Enterprise Strategy and Architecture Office as well as lead the development and maintenance of the Department's Enterprise Architecture framework. Responsibilities As a Supervisory Information Technology Specialist (ENTARCH), you will: Serve as the Director, Enterprise Strategy and Architecture Office, responsible for leading the development and maintenance of the Department's Enterprise Architecture framework. Designate and implement Enterprise Strategy and Architecture Office policy, guidance and processes; establish baseline and future architecture plans; and lead integration of technology to support business and strategy. Manage several multi-year information technology (IT) initiatives that require multiple, related IT projects. Deliver on objectives to successfully develop, implement, maintain, and support the Enterprise Architecture Program. Direct efforts to establish an Enterprise Architecture which serves as a model for the modernization of information technologies across the diverse lines of business for the purpose of achieving efficient information management, sharing, and data protection. Requirements Conditions of Employment Qualifications BASIC REQUIREMENT: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: Managing multi-year information technology (IT) initiatives that require input from IT staff who are geographically dispersed. Ensuring work efforts achieve desired results as specified within an organization's IT Strategy, to include appropriate strategic, life cycle management, or capital IT investment plans. Directing staff in IT program functions such as product selection, cost schedule management, risk management, quality management, or resource allocations. Providing supervisory direction to a diverse staff engaged in enterprise architecture activities. Education cannot be substituted for experience at the GS-15 grade level. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration. CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better.
