clearance. The purpose of this role is to support EAP/RSP as a

Program Manager . The incumbent will assume overarching responsibility of providing administrative support and coordination of program management for various cyber security programs and other assistance and policy priorities. The Program Manager will be a member of the 27-person Regional and Security Policy (RSP) office. They will coordinate regularly with all EAP country desks and Posts in the EAP region to administer cyber security programs, conduct training for cyber officers at post, liaise with key stakeholders across the Department and the interagency on developing cyber policy issues, and develop new initiatives in the cyber portfolio to further U.S. national security and development goals. Portfolio also includes issues related to law enforcement cooperation and counterterrorism and working with those respective bureaus and offices. Program Manager - Security Affairs Officer Responsibilities Include: Coordinates policy, facilitates clearance and concurrence processes, prepares briefing materials, and represents the Bureau at working and policy-level interagency meetings on cyber issues as assigned. Coordinates policy responses to problematic issues and recommends final decisions to senior levels as necessary. Manages engagement and input to address cyber capacity building issues as a core part of the Department's policy to advance U.S. national interests in the cyber domain in the EAP region. Develops and conducts training for reporting officers at Posts to educate them on Department priorities in cyber policy and facilitate learning on latest developments in cyber technology. Development of the Department's policies in the Cyber domain in coordination with stakeholders across the Department and the interagency. Provides logistical support for cyber-related meetings, visits, and trips. Provides advice and strategic recommendations, collaborating with appropriate offices in the State Department, to help develop, design, and perform needs assessments to ensure EAP cyber programs achieve broad policy objectives and supports key policy and resource decisions within the EAP Front Office and among senior Department policy-making officials. Supports EAP and SCA colleagues in their efforts to develop and implement capacity building programs in the Indo-Pacific region. Supports EAP and SCA colleagues in their efforts to develop communication strategies to ensure the broadest possible awareness and use of democracy programming content by all target audience interlocutors within the government, in Congress, in the private sector, and with our foreign partners. Drafts solicitations for proposals and evaluates submitted concept notes and proposals, including technical and budget sections. Evaluates and documents information from multiple stakeholders and sources. Works with Contract Officers and Grant Officers to ensure that reporting requirements are met. The contractor will communicate and coordinate with a wide range of people to meet collaboration goals, including representatives of our allies and partners, from foreign embassy personnel and government officials, and people in the USG, the private sector, universities, and civil society. Supports colleagues and implementing partners in implementing developed content, ensuring that program implementation can adapt to changing circumstances. Ensures these changes are communicated appropriately to all interested parties. Regularly convenes the interagency working groups to share progress and obtain feedback. Supports the identification and resolution of issues or problems in programming, preferably before implementation. Communicates any issues or problems immediately to EAP and Embassy leadership to ensure their comprehensive resolution. Communicates regularly with the personnel providing logistics support services on programming, as appropriate depending on the timing and nature of the programming, to be determined by EAP on an ongoing basis. Serve as EAP representative on grant panels and foreign assistance round tables to negotiate for EAP equities and ensure EAP's key policy priorities are reflected in the budget formulation and fund disbursement processes. * Requires domestic and international travel as needed. * Performs other job-related duties as assigned. Program Manager - Security Affairs Officer Experience, Education, Skills, Abilities requested: Bachelors degree in a related field (Masters preferred) Experience working on International Affairs in the Indo-Pacific region Experience management foreign assistance programs Experience with cyber policy issues Knowledge of federal government contracting Must possess excellent follow through skills Exceptional written and oral communication skills Must be able to manage multiple projects and assignments efficiently, work in a fast-paced environment, and have a strong attention for detail Must be motivated and able to work independently with minimal direction and supervision Team oriented professional with mission driven approach Interpersonal skills and problem-solving skills.
