Work involves conducting organizational studies and evaluations, evaluates systems and procedures, conducting work simplification studies, and evaluates operations and policies and procedures to assist management in operating more efficiently and effectively. May supervise the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. ESSENTIAL DUTIES / RESPONSIBILITIES: 1. Ensure the successful completion of assigned projects, including mentoring and providing guidance to any junior staff assigned to the project. 2. Review current organizational, procedural, or operational systems for effectiveness, efficiency, and conformance to established guidelines and/or best practices. 3. Research, collect, and/or analyze historical, current, and projected data/information to identify issues, root causes, and areas needing corrective action and/or improvement. 4. Prepare comprehensive analysis and reports to interpret information reviewed, identify alternatives, and make and justify recommendations. 5. Develop recommendations for improvement and corrective action to standardize or improve organizational systems. 6. Prepare and/or review work papers in accordance with professional standards to document work performed, to document evidence gathered to satisfy project objectives, and to support conclusions and recommendations. 7. Communicate work activities/products verbally and in writing, and maintain positive working relationships. 8. Responsible for safekeeping assigned state property, and adheres to office policies and professional standards and ethics. 9. Maintain continuing professional education in accordance with required professional standards. 10. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies. 11. Perform other duties as assigned and contribute to team efforts by accomplishing related assignments as needed. Qualifications: GENERAL QUALIFICATIONS and REQUIREMENTS: Education Graduation from an accredited four-year college or university is required. Major coursework in management analysis, organizational development, business administration, or a related field is preferred. Experience Minimum of three (3) year experience in analysis and auditing work, such as internal auditing, methods analysis, organizational development, process improvement, or other related experience that involved critical thinking and analytical skills is required. Li ensure and/or Certification Must possess a valid driver license from state of residence. The following certifications (or progress toward the following certifications) are preferred: Certified Public Accountant (CPA) and Certified Internal Auditor (CIA). Additional relevant certifications, such as Certified Information Systems Auditor (CISA), Certified Government Audit Professional (CGAP), Certified Fraud Examiner (CFE), or Certified Compliance Ethics Professional and Continuing Education (CCEP) will also be considered for preference. Technical Knowledge Knowledge of organizational development and management practices as applied to the analysis, evaluation, development, and implementation of programs, policies, and procedures. Knowledge of methods and procedures analysis techniques. Knowledge of work simplification methods; of risk analysis and control procedures; of auditing standards, concepts, principles, and procedures. Regulatory Knowledge Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures. Interpersonal Skills Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems. Technology (computers/hardware/software/operating systems) Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook), and appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems.
