We are seeking a senior recruiter to join the Seattle Human Resources (SHR) Service Delivery Division (SDD) team. The SDD Division provides a broad range of essential Human Resources services, including talent acquisition, employee relations, leave management, and HR data management. The division serves 20 executive and smaller City offices, directly supporting over 700 employees, and works to ensure alignment with City initiatives, policies, and best practices while promoting a safe, equitable, and collaborative work environment.

As a Senior Recruiter, you will lead and manage full-cycle recruitment efforts for multiple City departments, ensuring alignment with departmental needs and Citywide talent acquisition goals. You will collaborate closely with hiring managers and HR partners to attract a diverse pool of applicants while delivering an exceptional experience for both candidates and partners. You will also play a key role in fostering a positive and inclusive hiring process, providing expert guidance on recruitment strategies, legal compliance, and best practices. Additionally, you will support strategic HR initiatives, contribute to process improvements, and ensure a seamless candidate experience from job posting to onboarding.

Here is what you’ll be doing:

You will provide consultative recruitment services to hiring managers by:

  • Collaborating to understand the environment, key job skills, competencies, and technical knowledge required to perform the job successfully
  • Cultivating relationships with leaders at all levels, employees, and the public while consistently delivering exceptional customer service
  • Advising on job postings, screening tools, interview instructions and questions, pre-interview tasks, and the development of interview panels
  • Using social media to advertise jobs and source candidates
  • Supporting department goals in promoting diversity and social justice

You will ensure a positive and equitable applicant experience by:

  • Acting as liaison between hiring organizations, applicants, and HR to ensure consistent and professional recruitment/hiring processes
  • Ensuring regular applicant communication and notification
  • Coordinating start dates and onboarding
  • Drafting and routing offer letters, background checks, and other new-hire paperwork
  • Actively participating and promoting the City of Seattle at virtual and in-person local and college campus career fairs

You will maintain the integrity of the hiring process by:

  • Developing and implementing complex integrated recruitment strategies with an emphasis on producing a highly qualified and diverse group of applicants
  • Interpreting and applying a broad range of employment laws, public personnel administration practices, and labor relations guidelines
  • Providing technical expertise to supported departments regarding the proper application of the personnel rules and procedures as they relate to recruiting
  • Maintaining confidentiality of department data and employee information
  • Tracking all hiring transactions in HRIS, Applicant Tracking System, and other employment databases

You will participate in the planning and implementation of several upcoming projects, including:

  • NEOGOV utilization and Citywide training
  • Candidate experience and hiring manager satisfaction survey
  • Hiring process improvement

You will be prepared for this role with a combination of the following:

  • Adaptability: Flexibility in adjusting recruitment strategies to meet evolving department needs, changing job market conditions, and emerging talent trends.

Knowledge and Expertise:

  • Full Cycle Recruitment: Experience designing and coordinating full-cycle hiring processes that are tailored to specific positions and aligned with the organization’s talent acquisition goals in a complex, public, or unionized organization.
  • Employment Law & Best Practices: Knowledge of federal, state, and local employment laws, as well as proven methods for diversity, equity, and inclusion in recruitment processes.
  • Applicant Tracking Systems (ATS): Experience with ATS, particularly NEOGOV, and other HR systems to streamline the recruitment process, track candidate progress, and maintain accurate hiring data.
  • Talent Acquisition Trends: Knowledge of current and emerging trends in talent acquisition, including sourcing techniques, recruitment marketing, and candidate experience optimization.
  • Sourcing: Utilizing platforms such as LinkedIn to source talent for hard-to-fill positions.

In addition to the ability to perform the tasks described above, you will need to possess the below required qualifications:

  • Bachelor’s Degree in Human Resource Management, Business or Public Administration, Social Sciences, or a related field
  • Three years in full-cycle recruiting or performing other human resources-related tasks, or a related field

OR

  • Associate Degree in Human Resource Management, Business or Public Administration, Social Sciences, or a related field
  • Four years in full-cycle recruiting or performing other human resources-related tasks, or a related field

OR

  • Five years full-cycle recruiting or performing other human resources-related tasks, or a related field

This civil-service position is classified as a Personnel Analyst, Senior and reports to the Talent Acquisition Manager. The full pay range for this step-progression position is $51.22 - $59.63 per hour. New employees begin at Step 1 of the pay progression, which is $51.22 hourly. Current City employees starting rate of pay will be based on Personnel Rules regarding promotions. The hourly rate above is reflective of the 2024 salary schedule. There is an AWI (Annual Wage Increase) pending legislation for 2025.

First round interviews for this position are tentatively scheduled for Wednesday, January 29 and/or Thursday, January 30, 2025. Second interviews are scheduled for Wednesday, February 5, 2025.

This position offers the flexibility of a hybrid work schedule. Employees will be expected to be in-office twice a week. Individual schedules will be based on agreement between the employee and their supervisor and are subject to change.

Individuals selected to fill this position may be eligible to receive Language Premium Pay (SMC 4.20.360), which provides a $200.00 monthly stipend to qualified bilingual employees who are properly evaluated and assigned to provide direct communication in-language, interpretation, or translation services to the public on behalf of the City of Seattle.
